Cop Accused of Raping Sleeping Woman now on 20k Paid Leave After GF’s Death

An Illinois cop accused of raping a sleeping woman in 2016 is now suspected of killing his girlfriend, a 911 dispatcher.

Crest Hill cop Felipe “Phil” Flores received paid leave in 2016 after a woman says he raped her as she slept.

Now Flores has received $20,000 since he was placed on paid leave by Crest Hill Police Chief Ed Clark on February 13, the same day he called to report his girlfriend had shot herself in the head.

The parents of Samantha Harer, a 23-year-old 911 dispatcher for Wescom, say they suspect Flores shot their daughter then staged the scene to look like a suicide.

Harer’s parents, Keven and Heather Harer, met Flores more than a dozen times, but he hasn’t contacted anyone in their family since her death, according to WJOL.

Harer was found with a single gunshot wound to her head in her apartment the morning Flores Flores called 911, notifying authorities his girlfriend has just shot herself in the head.

The Harers dispute Flores’ version of events and believe their daughter was shot several hours earlier.

They say Samantha wasn’t suicidal and had no history of depression, according to their interview with Patch.com.

Samantha graduated from the University of St. Francis in Joilet in 2016 and was considered one of the most durable 911 dispatchers.

Her death remains under investigation.

Rape Allegations

In 2016, Flores was accused of raping Kristen Kurtz, who was 30 at the time, according to records.

Kurtz gave Patch permission to publish her name regarding the rape allegation.

She stated she and Flores were at a bar conversing about being roommates in the past, which ended badly.

Flores wanted to apologize for his behavior towards her at the time.

As they finished drinking, Flores offered to follow her to make sure she made it home OK.

Once she made it home she passed out in her bed.

But she later awoke to Flores sexually assaulting her.

When she told him no, Flores claimed he had “blue balls,” according to the police report she filed a month later.

Patch obtained a copy of Crest Hill’s police report.

“Kristen Kurtz advised that she wanted to complete a formal complaint and a sexual assault charge against Officer Flores, whom she has never had a sexual encounter with while they were roommates or since they parted ways. Kristen Kurtz stated that she has known Phillip Flores since high school and he took advantage of her intoxicated condition to sexually assault her at her home on February 6, 2016.” “Kristen Kurtz advised that she wanted to complete a formal complaint and a sexual assault charge against Officer Flores, whom she has never had a sexual encounter with while they were roommates or since they parted ways. Kristen Kurtz stated that she has known Phillip Flores since high school and he took advantage of her intoxicated condition to sexually assault her at her home on February 6, 2016.”

Crest Hill police turned the investigation to Illinois State Police District 5 to avoid a conflict of interest.

Months later, the Will County State Attorney’s Office declined to file charges against officer Flores “unless more evidence developed.”

​Flores, now in his seventh year with Crest Hill police, makes $80,000 annually.

He currently remains on paid leave under orders not to take any actions on behalf of the Crest Hill Police Department.

    Well you decided to have a relationship with a cop, and it’s too bad that it cost you your life to learn something about cops. A 9-1-1 dispatcher should know better. And of course he’s a rapist, too.

    Nice choice of men. I have no doubt that he’s guilty, because only a sick bastard would take that job in the first place, but of course, a judge will let him off the hook because there’s presently a shortage of sick bastards who’ll take that job, and the judge would be toast without them.
