To Whom This May Concern:
I am a former tenant of these private, for-profit, multi-family apartments where I, too, alike, hundreds of other past, present, and shall be future, low-income, tenants, are unsuspectingly being exposed to these airborne, molds, black molds T-2 mycotoxins, and infectious, bio-hazardous, bacteria’s fungi’s.
That has caused these past, present, and shall be future, low-income tenants, permanent, physical, mental, harms, has killed, shall kill, including, I.
Since, I have become these past, present, Tenants Activist, Advocate, in my dire attempts to expose these herein irrefutable gathered facts, for the purpose to save, protect, these low-income tenants, especially, these defenseless, innocent, children, infants, newborns, unborn, lives, health’s, and to prosecute all of these guilty, and that no one is above the Law.
These are the following gathered facts for these past three years, and are as follows.
On April 7, 2007 this former Slumlord, owner, Michael Barr, a lawyer, sold this private, multi-family, for-profit, thirty (30) Buildings, 405 Apartments because he defaulted his mortgage, and why sold below market value.
Because of these being caused by long-term greed, location, terrain, FEMA designated flood areas, wanton lack of preventative, maintenance neglects, that by 2007 caused all to be unfit for human habitation, detrimental to life, health, dangerous, public nuisances.
Caused by all buildings, apartments, being infested with airborne, molds, black molds T-2 mycotoxins, that are known to be used in Biological Warfare, acts of Bio-Terrorism, to cause permanent, physical, mental harms, deaths.
Includes, infested, infected, contaminated, with infectious, airborne, bio-hazardous, bacteria’s fungi’s, also, causing permanent, physical harms, deaths.
These costs to eradicate, remediate, decontaminate, all buildings, apartments, and these costs to removed, relocate, all tenants to other apartment rental properties, would cost more than this property is worth, and why this former Slumlord failed to do.
Continuing to wantonly, feloniously, endanger, these low-income, tenants, children, infants, newborn, unborn, lives, health’s, wantonly harming, and causing these tragic, wanton, felonious, reckless homicides.
Forcing these sickened, dying, low-income tenants to vacate, break their leases, court evicted, causing this former Slumlord profit losses, mortgage to default, sold below market value.
Sold on April 7, 2007 to these multi-millionaires, Real Estate “Speculators”, Robert Wolf, and his federally convicted felon brother, Maurice Wolf, banned from doing business with HUD, their company, Read Property Group, Brooklyn, New York.
Both fully aware what caused these profits losses, the mortgage to default, sold below market value, and of these profit losses that would be caused by removing, relocating, all of these tenants, to remediate, eradicate, decontaminate.
Ever since purchasingthese Slumlords fully aware of these causes that would cause these profit losses, never had any intentions to lose profits, continuing, to wantonly, feloniously, endangering, these unsuspecting, low-income, tenants, lives, health’s, and to continue to cause all of these wanton, felonious, reckless homicides.
Why these Slumlords, bribed, criminally conspired with former property management, property manager who since 2002 is this property location, District 24 Councilwoman, Madonna Flood, and why she purposely became this City, Government Accountability & Ethics Committee’s, board member.
Who fraudulently, feloniously, hired, this untrustworthy, deceitful, dishonest, 19 counts money thieving, convicted felons, money needing for his indebted, failed, Real Estate, and Mortgage Loan companies, her husband, John Bradley Flood.
As this City, Inspections, Permits, Licenses, Executive Director, who bribed, criminally conspired with these City, Housing, Health Inspectors, to protect from these profit losses, by not condemning, inspecting, feloniously forging, fraudulently, Pass, all of these City, State, National, and Federal (HUD) violations, Inspections Reports.
Why none of these sickened, dying, low-income, tenants, complaining to these bribed, corrupt, Housing, Health, Inspector’s, are never removed, relocated.
Continuing to wantonly, feloniously, endanger, harm, and kill.
Continuing to cause these profit losses by these sickened, dying, tenants, vacating, breaking their leases, court evicted, hopelessly, homeless.
Why these Slumlords, bribed, criminally conspired with this City, Housing Authority, Director, Tim Barry, who is responsible to distribute these low-income, HUD Section 8 Choice Voucher funds, and why he purposely disallows these recipients from choosing any other rental apartments properties in this City.
Who inspects, prior-to, and thereafter, annually, criminally conspiring with these bribed, corrupt, City, Housing, Health, Inspectors, inspecting, feloniously forging, fraudulently, Pass, all of these HUD violations, and molds infestations that blatantly, violates 24 CFR 5.703 (f) for the criminal purpose to defraud HUD of millions of federal dollars.
For more profits, fraudulently awarded these Slumlords, for-profit corporation, with non-profit, HUD Grants, defrauding HUD.
To protect from further profit losses by this corrupt, District 24 Councilwoman, Madonna Flood, and her corrupt, bribed, husband, John Bradley Flood became board members of this property location Fire Department, not to cite, condemn, for all of these fire hazards, and that caused a fire.
Continuing to wantonly, feloniously, endanger, all of these unsuspecting, low-income, tenants, children, infants, newborns, unborn, lives, health’s.
In 2009 John Bradley Flood, this convicted, 19 counts money thieving felons, who cannot be hired in this City government, was discovered, charged with felony perjury, fired, and squelched by his wife, District 24 Councilwoman, Madonna Flood, why she is this City, Government Accountability & Ethic Committees, board member.
Who chose this Real Estate Broker, who did business with them, and with these Slumlords in Florida, Jim (James) Mims, as this City, Inspections, Permits, Licenses, Executive Director, and with this bribed, corrupt, Assistant Director, Robert Kirchdorfer.
All of these bribed, corrupt, City Government, organized crime members, who are criminally conspiring with these Slumlords, to protect from profit losses, by not condemning, all uninhabitable, infested, infected, contaminated, thirty (30) Buildings, 405 Apartments.
For these continuing, profits, defrauding, HUD of millions of federal dollars.
Why on June 9, 2012 all of these sickened, dying, low-income, tenants, who complained to these City Housing, Health, Inspectors, inspecting their apartments, visibly saw these black molds that infests their apartments, fraudulently, passed, witnessed are corrupt, including, all of these low-income, HUD Section 8 Choice Voucher recipients witnessing these HUD frauds, came altogether, and United.
Who signed and addressed, this Petition that was sent to this City Mayor, Greg Fischer, requesting him to force these Slumlords,make their infested, infected, contaminated, condemning, uninhabitable, apartments, to be fit, decent, safe, sanitary, molds-free, healthy, habitable, living, housing, conditions.
This City Mayor receiving, and reading these causes for their requests,evidenced, and exposed, all of these bribed, corrupt, City Government, Housing, Health, officials, organized crime members, and are criminally federally, defrauding HUD.
Not to expose why this City Mayor sent all of these Petitioners, names, addresses, to these Slumlords, and their corrupt, bribed, property manager, Pamela Freeman, for the purpose to retaliate, and to silence.
By withholding their rents checks from being deposited, charged insurmountable late penalty fees that could not afford an attorney, were silencedby causing their court evictions, those who lost their Section 8 forever, and hopelessly, homeless.
All of these low-income, tenants, court evictions, sought to be represented by this City, Legal Aid Society, who was denied.
Because this City who awarded them money, these Legal Aid Society, Lawyers, board members, are representing these Slumlords, and all other Slumlords in this City.
Furthermore, violating, all of these low-income, tenants, 1st Amendment Rights.
In 2011 these Slumlords criminally conspired with this District 24 Councilwoman, Madonna Flood, who feloniously, fraudulently, hired her husband, John Bradley Flood, who in 2009 was charged felony perjury, fired, was feloniously, fraudulently, hired, as this City, Inspections, Permits, Licenses, Administrative Coordinator.
To ensure that these criminal federal profits continued, inspecting, feloniously forging, fraudulently, Pass, all of these City, and Federal (HUD) prior-to, thereafter, annually, inspections reports.
Who on July 24, 2012 in writing with these other bribed, corrupt, City Government, Housing, Health, officials, organized crime members,fraudulently lied to the Office of the Inspector General.
For the purpose not to expose these long-term, HUD Section 8 Choice Voucher frauds, why this sickened, dying, low-income recipient was not removed, relocated, continuing to feloniously, wantonly endanger her life, health, and they all caused her wanton felonious reckless homicide to be committed on January 22, 2013.
Why on March 29, 2013 these infuriated family members hired this certified, Environmental Health, and Laboratory, who inspected, tested, this apartment, and many other apartments, including, many of these other low-income, HUD Section 8 Choice Voucher recipients, apartments.
All of these tests verified the cause of death of this low-income tenant, HUD Section 8 recipient, was caused by her long-term chronic, dermal, inhalation, ingestion, exposures, massive amounts of these airborne, molds, black molds, T-2 mycotoxin’s, infectious, bio-hazardous, bacteria’s fungi’s.
Including, verified, at all of these other numerous, low-income, HUD Section 8 Choice Voucher recipients apartments that verified, all of these HUD frauds, defrauding HUD of millions of federal monies.
In 2013 one of these corrupt, bribed, organized crime members, City, Inspections, Permits, Licenses, Housing Code Enforcement Officer, Kevin Chapman, was arrested for 2nd DUI, and charged a felony, wanton endangerment of a minor, was not fired, squelched by this corrupt, District 24 Councilwoman, Madonna Flood, Government Accountability & Ethics Committees, board member.
In 2013 these Slumlords, criminally conspired with this corrupt, organized crime member, District 24 Councilwoman, Madonna Flood, to purposely place her untrustworthy, deceitful, dishonest, 19 counts money thieving, money needing,convicted felons, husband, John Bradley Flood, as this City, Finance Supervisor, to ensure that these Slumlords continued to receive these monthly, fraudulent, federal monies.
In early 2014 these corrupt Slumlords, property management, Strategic Property Services, financial manager, Julian Blumenthal, and with BK Holdings, owner,James P. Willett III, not wanting to be involved with these continuing, wanton, felonious, harming, killing, and these federal crimes, defrauding HUD, destroyed all of these low-income, tenants, files, and abruptly quit.
Who in August 2014 these Slumlords hired these corrupt, Alltrade Property Management, aka, Alltrade Service Solutions, owners, Josh Lindley, Kevin Jaggers, also, a lawyer.
In September 2014 this City Mayor, appointed, this corrupt, organized crime member, City, Inspections, Permits, Licenses, Executive Director, Jim (James) Mims, as this City, “Develop Louisville”, and as this City, non-profit, Homeless Shelters, Director.
Who criminally conspired with these Slumlords, Managing Director, Marvin Schee, these corrupt, organized crime members, City, Housing, Finance, officials, organized crime members, and these Alltrade Property Management, aka, Alltrade Service Solutions, owners, defrauding HUD of these non-profit, HUD (ESG) Emergency Shelter (Homeless), Grants.
These corrupt Slumlords, bribing, criminally conspiring with this corrupt, City, District 24 Councilwoman, these corrupt, City Government, Housing, Health, Finance, organized crime members, continues to lease these unfit for human habitation, detrimental to life, health’s, dangerous, condemning, public nuisances, apartments to these unsuspecting, low-income, People’s.
Wantonly, feloniously, endangering, permanently, physically, mentally, harming, who are causing these tragic, wanton, felonious, reckless homicides, to continue, for the sake of profits, greed, defrauding HUD of millions of federal dollars.
Continuing to force these sickened, dying, victims, to vacate, break their leases, those Section 8 lost forever, court evicted, hopelessly, homeless.
On October 4, 2012 this City Mayor in writing to me fraudulently lied, stating that there are no molds infestations at these apartments, when on June 9, 2012 he received all of these low-income, sickened, dying, tenants, Petitioners, caused by these molds infestations, and who he silenced by causing their evictions, homelessness.
One of these corrupt causing these sickened, dying, tenants, forced to vacate, break their leases, court evicted, homeless, are these Slumlords, Alltrade Property Management, aka, Alltrade Service Solution, co-owner, Kevin Jaggers, a lawyer.
Who is representing these Slumlords, in all of these evictions courts, and his friends, these Legal Aid Society, Lawyers, board members, representing this, and all other Slumlords in this City.
In December 2014 this assigned, corrupt, bribed, City Government, Inspections, Permits, Licenses, Housing Code Enforcement Officer, Kevin Chapman, was arrested, later convicted, by this City Police Department, Special Investigations Unit, for thefts of properties that he was inspecting, charge with official misconduct, fired.
Again, this corrupt City District 24 Councilwoman, Madonna Flood, and why she is this City, Government Accountability & Ethics, Committee, board member, why she did not investigate, and why she squelched.
On April 6, 2015 this City Mayor, Greg Fischer, received this second Petition, now from these one-hundred-and-fifty-one (151) World Wide, Petitioners, who after reviewing these past, present, low-income, tenants, internet website, http://victoriagardenapartments.phanfare.com photographs, videos;
All of these seriously concerned, World-Wide, Petitioners, required this City Mayor, to make these buildings, fit, decent, safe, sanitary, molds-toxins-free, healthy, habitable, living, housing, conditions.
That this City Mayor is aware that if he would have done would have exposed these corrupt Slumlords, these corrupt, City Government, District 24 Councilwoman, these corrupt, City Government, Housing, Health, Finance, organized crime members, defrauding HUD of millions of federal monies, protected them, and why he did not.
Why this City Mayor, continues to feloniously, wantonly endangering, these low-income, tenants, children, infants, newborns, unborn, lives, health’s, harming, and continuing to cause these tragic, felonious, wanton, reckless homicides.
Why all of these aware local news medias are bias, and why all of these aware greedy, corrupt, City lawyers are using to settle out of court, in all of these City lawsuits.
Presently, these corrupt Slumlords, bribing, criminally conspiring with this corrupt, City, District 24 Councilwoman, these corrupt, City Government, Housing, Health, Finance, organized crime members, and these Alltrade, owners, areusing at least one-million federal dollars, fraudulently acquired, HUD non-profit Grants, federal monies.
To prevent profit losses by not condemning all infested, infected, contaminated, buildings, apartments, by not removing, relocating, all tenants to other rental apartment properties, by not eradicating, removing, remediating, decontaminating, that would cost more than this property is worth, and why these corrupt are presently “concealing” these apartments interiors.
And, painting, repairing, planting shrubbery for all of these building, exteriors, for these unsuspecting, visitors, and all of these unsuspecting, prospective renters, next victims.
Awaiting when these infested, infected, contaminated apartments becomes vacant, by these sickened, dying, low-income, tenants, victims, forced to vacate, break their leases, court evicted, homeless, caused by these Slumlords, and with these corrupt, City Government, organized crime members.
Ensuring of their court evictions by this corrupt, Alltrade, co-owner, lawyer, Kevin Jaggers, and with these Legal Aid Society, corrupt, board members, Lawyers; representing, this, and all other City, Slumlords, and all of these corrupt, City Government, organized crime members.
All of these fraudulent concealments are feloniously, wantonly, endangering, these unsuspecting, low-income, tenants, children, infants, newborns, unborn, lives, heaths, wantonly, permanently, harming, unsuspecting of being exposed to these airborne, molds, black molds T-2 mycotoxin’s, infectious, bio-hazardous bacteria’s fungi’s.
Who are blatantly violating this State Law, 40 KAR 2:330 mandatory mold remediation requirements, and why without any City Permits, if replacing, any of these infested, infected, contaminated, asbestos lined, HVAC Units, and not insulating any of these HVAC metal ducts, that furthermore causes these airborne, molds, black molds T-2 mycotoxins.
Why these corrupt Slumlords, bribing, criminally conspiring with this corrupt, City, District 24 Councilwoman, these corrupt, City Government, Housing, Health, Finance, organized crime members, and these Alltrade, owners;
Why they are illegally requiring all unsuspecting, prospective, low-income, renters, and all of these unsuspecting, tenants, renewing their leases, to sign this illegal lease agreement (KRS 383.570).
That they shall not hold criminally liable,shall not complain of these Kentucky Landlord/Tenant Act, violations, do not have rights to appeal in these eviction courts, when they become sickened, dying, murdered, by these airborne, molds, black molds T-2 mycotoxins, infectious, bio-hazardous, bacteria’s fungi’s, that infests, infects, contaminates, their apartments.
That just since June 9, 2012 when this City Mayor, retaliated, silenced, by their court evictions, all of these sickened, dying, Petitioners, and to this date, all of these other sickened, dying, low-income, tenants, victims, of these Slumlords, corrupt, City Government, organized crime members;
These known, now exceeds, four-hundred (400), of these sickened, dying, homeless, victims, and does not, include, any of these unknown, defenseless, children, infants, newborns, unborn, and successfully continues to commit, cause, today.
Why I am presenting these herein to your attentions, and hoping to assist me to stop these vicious, never-ending, cycles, of wanton felonious, endangerments, wanton, felonious, reckless homicides, grievous injustices, grimes against humanity, Civil, Human, 1st Amendment, Rights, violations, and for these low-income, tenants, basic human rights for fit, decent, sanitary, molds=free, healthy, habitable, living, housing, conditions, restored to them.
