Settlement in 2012 case of North Chicago cop threat against student

The city of North Chicago has settled a lawsuit brought by a woman who said her 11-year-old son was threatened and physically abused by an on-duty police officer.

A civil suit filed in federal court in 2012 claims that a uniformed Casimir “Casey” Rincon walked into South Elementary School, 1812 Morrow Ave., and summoned an 11-year-old student into a hallway, then handcuffed the boy, slammed him into a locker and threatened him for allegedly bullying his son.  

Rincon was fired on Dec. 26, 2012, for reasons unrelated to the lawsuit, city officials said.

Chuck Smith, North Chicago city attorney, said that Rincon “totally denied” the charges.

“After an extensive investigation by the North Chicago Police Department and the school district, no witness could be found to corroborate either story,” Smith said.

Stephen Potts, attorney for Clarice Stingley, who said her son suffered physical and psychological injuries and feared for his life after the alleged incident, cited confidentiality concerns in declining to discuss terms of the settlement.

“Mrs. Stingley and her son are pleased with the terms of the settlement,” Potts said. “We had allegations that were serious and, in my opinion, there were plenty of facts (showing) that they were well-founded.”

Potts alluded to “a plethora” of lawsuits brought against the North Chicago Police Department over the past five years alleging police misconduct including excessive force.

“I think the city is working on its issues,” Potts said. “Most of these cases involved people who had run-ins with the criminal justice system in the past. But you can’t get much more innocent than a grade-school kid.”

The settlement agreement, because it’s on behalf of a minor, is scheduled for federal court approval next week, according to Smith.

    Drain the pigs’ trough with lawsuits, and sue the cops individually whenever possible. Try to put them, and their little piggy families out into the street so they can get a good taste of how the other half lives.

    They deserve a lot worse than just poverty, so don’t feel bad about it, either.

      1. …if I was that 11 year old boy…and I had “all grown up”…somewhere around 22-24 years old…I’d go find that pig-mother-f*cker…and he would learn about the effects of time and age on an old man’s body…the lesson would be long and involved….just enough to keep the man on a ventilator or something…long enough to have to lay in bed for the rest of his pathetic life…with only his eye-balls rolling around in his head….
