Chicago Juvenile Ends Up Dead After Trying to Rob Concealed Carrier

A Chicago teen was shot dead last Saturday after attempting to rob a 24-year-old man with a valid concealed carry permit.

The investigation is still ongoing, but according to authorities the suspect, identified as 16-year-old Damon Phillips, tried to rob a man at a bank parking lot in Oak Park, Illinois, on May 27, around 11:15 a.m.  

Police said that the two men exchanged gunfire before Phillips fled into a getaway car nearby.

The teen was dropped off at John H. Stroger Hospital, where he was pronounced dead at 11:50 a.m. Phillips cause of death was “gunshot wounds of the chest,” per the Cook County medical examiner’s report.

Police are still looking into who dropped off Phillips at the hospital. Meanwhile, the concealed carry permit holder has not been charged for the shooting. Though, that may change pending the results of the investigation.

“According to police, the [24-year-old] shooter is considered the victim at this point,” Oak Park village spokesman David Powers told the Chicago Tribune. “The Cook County State’s Attorney could decide otherwise based on the findings of the investigation, which is still ongoing.”

Assuming that the shooting was indeed justified, it’s crazy to think that only four years ago it was unlawful for law-abiding citizens to carry concealed firearms. That’s correct. Illinois was the last remaining state to prohibit concealed carry.

That all changed when a three-judged panel for the U.S. Seventh Circuit Court of Appeals declared that the state’s ban on concealed carry was unconstitutional in December of 2012. The panel gave lawmakers 180 days to restore one’s right to keep and bear arms.

Then, in July of 2013, the state Legislature enacted a shall-issue law known as the “Firearm Concealed Carry Act” that laid the groundwork for a permitting system ran by the state police. Things are not perfect in Illinois. Permit fees are too high, $150, and the training requirement is among the most demanding in the country, 16 hours, but at least citizens now have the means to protect themselves in the public square against those who seek to rob them or harm them.
