    Justice delayed is justice denied. State of Oregon v. Harberts, 331 Or 72, 11 P3d 641 (2000) (As a threshold matter, defendant assigns error to the trial court’s denial of his motion to dismiss on speedy-trial grounds. The requirement for a speedy trial is both statutory and constitutional. ORS 135.747 requires that a defendant charged with a crime be brought to trial “within a reasonable period of time[.]” Article I, section 10, of the Oregon Constitution, provides, in part, that “justice shall be administered * * * without delay.”);
