(CBS) – A 13-year-old boy says he was brutalized by Waukegan police late last month, and now two unnamed detectives and the city are facing a federal lawsuit.

Monday, eighth-grade honor student and athlete Jonathan Garcia, his family and their attorney took their complaint to the Waukegan City Council.
“We are on a pattern on abuse in the city of Waukegan, which has now led to our children,” the lawyer, Kevin O’Connor, said.
A federal lawsuit filed this week alleges that during a police investigation of a broken window, Garcia and another teen were taken to an interrogation room and held for three to four hours.
Garcia says he was roughed up because he wouldn’t confess.
“He got mad because I said, ‘I’m not going to sign nothing without an attorney or my mother, and then he hit me with his phone. He choked me,” the teen said.
The police detective also banged his head against the wall, Garcia claims.
His lawyer says the blow to the teen’s nose caused it to break.
“If the police is doing this, who do I call if I’m in danger?” Garcia said.
The city and the police department declined comment on the suit, saying they haven’t seen it.
And they are not going to press charges against the police? Ya gotta be kidding me. Mama thinks that it is ok for a pig to bo something like this and then expect the PD to disciplin the cops involved? I bet that they were told to shut up or they could have a accident happen to them if they pursue charges….. Isn`t breaking anybodies nose assault and battery?, especially when the victim it a kid. Seems to me that the cop should be brought up on charges of felony assault and battery charges. That cop is a damgerous f`er and needs to be dealt with. this is a good example of someone who doesn`t need to be carrying a gun much less be in a position of authority. This pig needs to be locked up for a long long time doing this crap – and ya know he is probobly famous for beating up kids. Wouldn`t suprise me if he wasn`t a pedophile and a dope dealer………..Notice how they brought up the kids name but THEY DIDN`T MENTION THE COPS NAME THAT DID THIS EVEN ONE TIME !!!! I wonder why. 👿
A broken nose? Hit with a phone? That’s nothing. The kid’s lucky he’s not dead.
“Failure to confess” is a capital crime now. You get executed right in the back of the squad car.
If you think that’s absurd, have a look at the Japanese police and court system. They extract confessions in 99% of their cases, and the confessions hold up in court, even when the defendant appears before the judge covered in bruises from the torture.
And it’s all coming soon to a cop-shop near you. It won’t be long at all before they set up a water-boarding room in every precinct. That’s why the process was explained to you in great detail by the media; it’s not going to shock you when it happens.
