I think I see high-tension electrical wires going in and out, and a lot of ceramic insulators supporting conduit in the interior. The structure might be devoted to channeling high-voltage juice in various directions to meet electrical demand in different cities, but any guess is difficult at this distance.
It could just as easily be the frame work for the wonderful land of Oz.

These pictures remind me more of the HAARP installation up in Alaska I’ve seen pictures of. They’ll be coming at those deemed impossible to rehab into their mindset first, lock and load people, were on the “list” for immediate roundup with our web activity. BUT… if the thing gets to a point where there is no more work being done, and a greatly increased (more than 1 guard) security team is onsite, and questions to local power authorities and politicos are deflected, then I believe it is necessary to send in our agents in the A.O. with frequency meters to detect any abnormal activity.
Otherwise, if wire is laid and normal electrical influence is detected, then it is some kind of electrical, not HAARP substation.
