subdivisions from entering into any treaty, alliance or confederation with a

Now tell me how do you get the guns of the criminals? They dont obey the law! Gun smuggling and sales by governments are at an all time high. Fortunes are made selling guns and I am not talking about gun stores or gun sales at gun shows. I am talking huge guns put in the hands of our so called enemies.
