Her statement is perfectly acceptable linguistically, it means “we are looking for those responsible, or those involved.” That doesn’t prove anything at all. The term “actors” used to be very common when discussing suspects or players in an event.

“ACTORS” means “THOSE RESPONSIBLE OR INVOLVED” and “PULL IT” means “GET THE FIREMEN OUT OF THE BUILDING”. Right!!! OK!!!
