LOS ANGELES (Reuters) – California Governor Jerry Brown signed into law on Friday a bill to require anyone planning to build a homemade firearm to first obtain a serial number for the weapon and submit to a background check, his office said in a statement.
The legislation signed by the Democratic governor of the country’s most populous state follows his signing earlier this month of a sweeping package of gun control bills.
The office of California Assemblyman Jim Cooper, a Democrat who authored the bill, earlier this year said in a statement the legislation would end the production of home-made, untraceable firearms, which have come to be called “ghost guns.”
The law bans the manufacture and possession of a home-made gun unless the builder first obtains a serial number from the Department of Justice and demonstrates that he or she is not prohibited by law from owning a firearm, such as due to a felony conviction, Cooper’s office said.
Representatives from the National Rifle Association and the California Rifle & Pistol Association did not immediately return calls to seeking comment.
A representative for Cooper did not return an email seeking comment.

How so? It would make it that much more difficult to build one, but it wouldn’t literally end production… UNLESS they plan on not issuing serial numbers anyway.

Cooper is delusional if he believes that merely passing a law against such an activity will prevent that activity. Unlike the laws of physics, statute laws can be violated by anyone who is willing to risk discovery, and that risk is low for those who build guns in secret.
Even so, it would be difficult to make a gun at home that had quality as high as can be obtained off the shelf. If I were stuck in CA, I’d choose another path around its tyrannical laws.

Untrue.
Starting with a Green Mountain barrel, a Cerakoted lower (at least – other parts as well, if you can afford it), and a good bolt carrier group (Palmetto State Armory, possibly), one can build a much better (or at least AS good) quality rifle than many of those on the shelves.
Unless you’re talking strictly top-of-the-line $2500+ guns.

I was actually referring to the home building of firearms either completely or partially from scratch. Machining and properly heat-treating bolts, bolt carriers, etc., is something almost no one can do properly on his own at home.
I agree 100% that a parts gun can be awesome if the assembler picks top-quality components, has the right tools, and knows exactly what he’s doing.
As you know, on an AR only the lower is serialized, so in theory someone could homebrew the lower (maybe from an 80% lower), buy all the other parts, and assemble everything into an unregistered gun. The problem is that all the parts purchases would be electronically traceable unless they were done in person, and preferably using cash.
By the way, it’s interesting that you mention Green Mountain Barrels. I’ve only recently heard of them, but the reviews are very positive. Apparently they hold up to ridiculous abuse. Noveske’s stainless barrels are also supposed to kick ass. For bolts and carriers, I’d go with Bravo Company. I’ve no experience with PSA, but I hear they’re OK. Geissele triggers, Daniel Defense lower parts kits…there’s a lot of great, proven stuff out there.

Sorry, BMF. I thought you were talking about already machined parts (other than an 80% lower). Naturally, staring completely from scratch would be far more difficult.
And yes, Green Mountain barrels are everything they’re purported to be. Outstanding quality!

All of those ghost guns were finished last week what do you mean now I have to get serial numbers to build another one dam I guess I wont make any more……..
This does not take into account all of the firearms that have already been produced in this state but it does make having them illegal as far as I can see. So no grandfathering them in which one would expect from this crowd. I know plenty who will not comply with any of this in ca and the manufacture of personal protection devices will continue in that state and every other state.
Parts are yet to be banned and I think that will become the next step in achieving more control of this process of self reliance, protection and a wonderful hobby to get into.

Agreed in fact most of the time when someone goes and purchases a rifle off the shelf they change lots of items on the rifle. Instead of making a purchase and then spending more money just make them yourself with the parts you want.

Pardon, his cloudflare garbage is frustrating.
Many visit this site from TOR and other anonymizing devices
and the cloudflare garbage really messes everything up .
It becomes increasingly frustrating when you want to post comments after
reading the article, and you once again have to go through a ‘captcha’.
Is there any way to dump cloudflare it’s really of no use?

Because of our content and our refusal to back away from the Zionist Jews that are at the root of the destruction of our nation, we are blackballed through advertising avenues. Those who advertise here do so in spite of the blackball and thus we give them advertising at an extremely reduced rate. This site should easily pay for the server needed to eliminate the cloud, but it is the Jews you have to thank for your frustration as the cloud is the only avenue available to us, finances considered.

Did you go the cloudflare route due to the site being DDOS attacked?
Seems like the comment section is the usual thing affected.
Sometimes I post a comment and it doesn’t appear and then when I post it again, it tells me ‘duplicate comment’ yet remains invisible.
So, I post another with different wording and it does appear. So, I edit that and paste my original comment so it will appear. That usually works.
And once in a while I get the moderation tag for the comment but that’s usually do to the URL links I suppose.
The problem with Cloudflare is that they block all known TOR exit nodes and I know why, but it’s damn frustrating.
I don’t mind the captcha, it’s only when it doesn’t work and the captcha loops endlessly even if you get it right.
And sometimes I get a separate captcha when I hit ‘post comment’ and that erases the comment in the dialog box.
I’m in the process of moving so I’ll be on the site intermittently and let you know how it’s behaving.
