SPRINGFIELD, Illinois (Reuters) – Illinois lawmakers on Friday approved a measure that permits residents to carry concealed guns, which if signed by the governor would make some form of carrying a concealed weapon legal in all 50 states.
Illinois is the only state in the nation to ban most people from carrying a concealed gun outside the home and lawmakers are up against a deadline to approve a bill after a federal appeals court struck down that ban as unconstitutional.
The appeals court said the ban violated the right to bear arms under the U.S. Constitution and gave Illinois until early June to pass a law that would meet constitutional protections.
Last week, the House approved a bill that included a clause that would have overturned Chicago’s ban on assault weapons, raising objections from senators, the city and governor.
A revised bill passed on Friday with a 45-12 Senate vote and a 89-28 House vote that allows Chicago to keep its ban on assault weapons, but requires America’s third-largest city to allow citizens to carry concealed weapons.
The bill now goes to Governor Pat Quinn but passed both the state House and Senate with enough votes to override a veto.
If he signs it, the National Rifle Association would achieve a long-time goal of ending the Illinois ban and making some form of concealed carry legal in all 50 states.
State Senate President John Cullerton said no one would be fully satisfied, but lawmakers had sought an appropriate compromise.
“Failure to pass this bill would result in unregulated and unsafe communities across the state,” he said in a statement.
Concealed carry laws faced opposition from many lawmakers who represent Chicago, where police say gun trafficking has led to a surge of violence and a rise in gang-related shootings.
The expansion of gun rights in President Barack Obama’s home state stands in contrast to efforts to put more controls on guns following the Newtown, Connecticut, school massacre last year.
Current Illinois law bans the carrying of concealed weapons by virtually everyone except police and security guards, hunters and members of target shooting clubs.
The measure bans guns in bars where more than 50 percent of sales are from liquor, as well as at festivals and in many other places including schools, child-care facilities, parks and government buildings.
All other states allow some concealed carry. Some, such as New York, have strict requirements. Others, such as some western states, do not require permits at all.

As a citizen of the last state in the “Haven’t got a clue” catagory, let me say it only took a federal judge to force these pinheads to do it. And to listen to their whining and hand wringing and dire predictions of “chaos” was absolutely hilarious. Keep in mind these are a bunch of politicians who like armed escorts wherever they go wetting their collective pants over having to do the right thing. Remember…Illinois is quite a different place outside of Chicago. So it’s the politicians who were answerable to the rural folk who voted this in. The Chi-town mopes went down kicking and screaming. This whole process was a hoot.

I found it informative. I saw in Mother Earth News years ago how easy it is to change a carbourator from gas to alcohol and you could cut the alcohol 50/50 with water with no loss of horsepower. But I lost the article long ago. I regret that.

I think so…but man, it was what…25-30 years ago? I don’t remember it real well. All I think I remember is they said it’s about a 5 minute conversion process. I regret tossing that article. I see I will have some research to do. I showed my fiancee the Stillin for Dummies post and the first thing she said was “My Irish boy…first you want to home brew your own Guinness and now this? In MY kitchen? ” But then, it’s all theoretical right? I mean…I’d never actually make unlawful alcohol. Gosh no. It’s just a mental exercise right?
Somewhere in my crap I still have Vol 1, issue 1 of TMEN! From memory, the digger bread recipe gets ya to the point of letting the dough raise and it tells ya to smoke a joint and chill out! I ain’t kidding! I was a TMEN lifer until they sold out to Wall Street, now I won’t even look for the rag!
No man, I think we’re on two different pages here. I was talking about an article in TMEN that showed how to alter a gas powered engine to burn alcohol. It said it was an easy process and the alcohol could be cut 50/50 with water with no loss of horsepower. It said it burned cleaner, cooler and with no toxic emissions. That;s why I mentioned the Stillin for Dummies post. Sorry if I didn’t make myself clear. Maybe I AM as dumb as my kids tell people.

I just drew that from memory. I have played with it and it did work. I just haven’t bothered messing with it since the late 90’s.
Put one of these together, make a clothes hanger mounting bracket.
Fill bottle with alcohol 3/4 full.
Plug it in a good strong vacuum line. Adjust the needle valve to a gentle bubbling with the engine running.
This will increase your MPG of gasoline. With E85 ethanol in most gas today I don’t know how well it would work.
Maybe you’re right. I thought it was a carbourated engine and you altered it to burn alcohol cut 50/50 with water. It came with instructions for either an 8 or 16 gallon a day still so you could produce twice that much fuel once you added water. It’s purpose was energy independence. But like I said it was many moons ago that I saw it.
Nothing to get excited about here folks. Due to home rule and other exemptions seems to me that any IL CC permit will have to constantly dodge various obstacles or be charged with violating the new law. For instance can’t “carry” in a restaurant that has 50% or more in alcoholic sales. Please note that this info is not posted at the front door. Nor are the licenses given noting that a bar and grill might have a tavern or restaurant license. IMHO the Chicago machine won this one as Phelps and the downstate legislatures gave too much.
Perhaps I misread the law. I thought it overrode all home rule exemtions. I’ll have to reread it. It’s not a top notch CC law but it’s a start.
