LA man arrested over ‘swatting’ incident that led to police killing Kansas man

A 25-year-old man has been arrested over an alleged prank call that led to police killing a man in Kansas on Thursday, Los Angeles police said.

Tyler Barriss from South Los Angeles was arrested Friday, according to ABC station KABC in Los Angeles.

The incident took place late Thursday when police were called about a supposed domestic incident at a Kansas man’s home, where he had shot his father and was holding his other family members at gunpoint, police said in a press conference Friday. When police arrived, the man who opened the door was told to raise his hands — a command he obeyed until he moved his hands down to his waist, police said.  

The officer fired one round, striking and killing the man. Police entered the home and found four people inside alive.

Police did not identify the Wichita man killed in the incident on Thursday, but his mother identified him as 28-year-old Andrew Finch in an interview with the Wichita Eagle. Police confirmed Finch did not have a weapon on him when he was shot, nor did he make the 911 call.

“Last evening’s officer-involved shooting is a tragic and senseless act,” Wichita Deputy Police Chief Troy Livingston said Friday. “The irresponsible actions of a prankster put people and lives at risk. The incident is a nightmare for everyone involved, including the family and our police department.

“Due to the actions of a prankster, we have an innocent victim.”

Livingston said that they believe this was a case of “swatting.” “Swatting” is a prank where an individual calls police about a serious violent crime at another home with the intent of police — or a SWAT team — showing up unannounced.

The Associated Press reported the FBI estimates about 400 cases of “swatting” happen every year.

Wichita police released audio of the 911 call allegedly made by Barriss in which he calmly discusses that he shot his father and is holding his mother and younger brother hostage in a closet. He also says he’s poured gasoline all over the house and may burn it down, to which the 911 operator responds, “We don’t need that.”

Police also released bodycam video of the incident, but it is filmed from across the street by a fellow responding officer and the actions of the officer and Finch are unclear.

The officer involved in the shooting has been placed on leave, which Livingston said was standard protocol.

“As you can imagine, this investigation is dynamic and complex and there’s a lot of information to go through,” Livingston said.

  1. Another “Hero” kills an unarmed, innocent American. When does it end? When they have killed us all? The typical police response, a “tragic” event.

  2. 400 potentially lethal “swats” in one year and the cops don’t care. There must be a reward system in place for shooting civilians. Wouldn’t be the least bit surprised to learn of such a program. Makes more sense than a bunch of bumbling idiots wandering around plinking anything that moves.
    If the military is truly having a problem recruiting individuals who will fire upon their countrymen, they should’ve kept them when they had them and not let them out to become police officers. Cops blast away indiscriminately whether you are a dog or naked body running away!

  3. Cops in this city are rarely ever charged with any wrongdoing. Most everybody who lives here are boot lickers for sure. The police installed cameras in the Old Town bar section of town to keep us “safe” from gang members (these were paid for by a grant from you guessed it- DHS) Our new police chief took it upon himself to use those cameras and write tickets for traffic violations. Hires someone to watch these monitors and upon viewing a violation, they radio a pig who is sitting in his car two blocks away. The Old Town Association, along with thousands of people ripped his ass and the chief “graciously” decided he would discontinue tickets from cameras. How generous of him. Once I had to fill in for my brothers friend who passes out lunches to the homeless at the public library…I felt like a goddamn criminal. My brother said we need to “get in and get out fast”. Felt like we were doing some covert special ops shit, hehe. Said his friend had been arrested several times, but kept on doing it because he was once homeless too and promised himself if he ever got back on his feet, he would help these people no matter what. Need a food handlers card, gloves, mask, hair net etc…just to pass out some sandwiches to homeless folks! WTF has this world come to?

    WRONG! Every single person cops seize are innocent! If no warrant AND 2 affidavits are presented this is illegal. 4th article right declares we are to be secure in our persons, houses, papers and effects. Warrants shall issue upon probable cause and describe the place to be searched and the persons or things to be seized.

    So… we have a guy that was 1,378.9 miles away from the shooting arrested, but the scumbag PIG who pulled the trigger WASN’T???

  8. This is BS, and I think the cops will use this “swatting” prank to invade homes they’d otherwise have no reason nor authority to enter.

    Are you telling me that the 9-1-1 dispatcher doesn’t have caller I.D. ?? Are the cops really dumb enough to send out a swat team based on a prank phone call?

    I don’t think it’s a matter of the cops being “dumb”. I think they’ll jump on any excuse to raid someone’s home, and there’s no more flimsy excuse than this.

    The family of the victim should sue the police department because just their arrival at the house is criminally negligent behavior. The little punk who called the cops should spend the rest of his life behind bars.

    1. 400 per year is just the beginning. It’s an “advertisement” to the public that this happens, and once it’s widely known, the cops are going to cash in on this to raid any home they want to.

      1. i may be misunderstanding.. i thought there were like 80k swat raids per year.. what am i missing? ’cause seriously, 400 would be a relief!! maybe i didn’t read enough.
