Officers Kept Piling Parking Tickets On Man’s Windshield As He Sat Dead In His Car — For Days

Broward County, FL – Government incompetence hit an all time low recently in Broward County, where parking enforcers slapped tickets on a man’s windshield for days while he sat dead inside of the car.

After several days of piling the tickets on the windshield, none of the parking enforcers bothered to check if the owner of the car was safe or if there was a reason for the car to be abandoned.  

Parking enforcers aren’t paid to care about citizens, they are paid to extract revenue from them.

A concerned neighbor by the name of Carolyn White noticed the pile of tickets while walking by the vehicle one day, and took that as a possible clue that something could be wrong. Taking a quick look inside the vehicle, White noticed the lifeless body of 62-year-old Jacob Morpeau.

“Oh my God, please tell me this man is not dead,” White thought.

“I was being nosy. I never let the meter man catch me. I never got a parking ticket and I wanted to know why somebody else got caught. And that’s what made me look inside,” she explained.

White says that if the parking enforcer was not paying attention, it would have been easy to miss that there was someone in the car.

“I can understand why the meter person probably didn’t see him from the driver’s side. He was underneath the steering wheel, his head was in the middle of the seat, between the two seats. But you could see him on the passenger’s side. That’s how I seen him, from the sidewalk,” White said.

Regardless of the fact that Morpeau was slumped over, the large pile of tickets on his windshield should have given the parking enforcers some motivation to see if everything was ok. However, it did not, and like drones, they simply kept writing tickets.

Morpeau’s vehicle was ticketed every day between November 12 through November 15 when White eventually found his body.

Two of the tickets, written only 6 hours before White discovered Morpeau, were just 3 minutes apart. The same revenue collector had apparently discovered a cash cow with Morpeau’s vehicle and decided to issue a ticket for the meter behind his car as well.

After an autopsy was performed, it was determined that Morpeau was sick with hypertensive cardiovascular disease. However, the Medical Examiner would not release a time of death, saying that the autopsy was inconclusive.
