Limited Russian troop movements near the border with Ukraine “may suggest” preparations for a withdrawal, NATO chief Anders Fogh Rasmussen said on Thursday.

Cops smashed a handcuffed fourteen-year-old through a storefront window in the Bronx Saturday night, nearly killing him.

The Juvenile Justice Information Exchange reports that Javier Payne suffered cuts to his face, his chest, and a punctured lung from being shoved into the window of the Hookah Shop. There is something seriously wrong with the way attention deficit hyperactivity disorder (ADHD) is diagnosed in young children in the US, with over 1 million kids being potentially misdiagnosed just because they are the youngest in their kindergarten year, with the youngest in class twice as likely to be on stimulant medication. “It is an honor to command USS Oscar Austin as we set sail to the U.S. 6th Fleet area of operations to enhance maritime security and conduct exercises with our allies in the spirit of Partnership for Peace,” said Cmdr. The U.S. Supreme Court provides one of the more ironic dynamics in politics: people calling for the retirement of justices with whom they agree. Pressure to retire has been directed at Ruth Bader Ginsburg and Stephen Breyer by some who fear that the 81- and 75-year-old justices will not survive a potential Republican presidency that begins in 2017. Some want Ginsburg and Breyer to retire before the end of Barack Obama’s second term, or possibly even sooner, in case Democrats lose control of the Senate in the midterm election. Immigration and Customs Enforcement, which led a five-week investigation ending last week, planned to announce Wednesday that it resulted in charges against at least 70 men and one woman. A U.S. District Court judge struck down Oregon’s ban on same-sex marriage Monday, the seventh ruling that a state’s ban on gay marriage is unconstitutional in the wake of last year’s Supreme Court decision invalidating sections of the Defense of Marriage Act.

Defense Secretary Chuck Hagel has formally approved the request of Pvt. Bradley Manning, convicted for leaking classified documents to Wikileaks, to be temporarily transferred out of military custody in order to undergo expensive hormone therapy and surgery to become a woman.

Manning, whose taxpayer-funded request to change his name from Bradley to Chelsea was approved last month by a Kansas court, has been able to obtain repeated diagnoses from military doctors that he suffers from “gender dysphobia”; a condition of someone ‘discontented’ with the sex they were ‘assigned with’ at birth.
