As with most bills, its intended purpose is not what the Georgia bill actually accomplishes. The bill was supposed to place restrictions on police no-knock raids. But what it actually does is legalize them, because technically, police no-knock raids are already illegal in Georgia. That of course doesn’t stop police from executing them however. 11Alive reported:

The varieties of this behavior, known collectively as “tradecraft,” are a traditional province of secret intelligence and special operations; fields reluctant to shed light on operational methods and procedures. In yet another example of the growing trend of the process of acclimatization of the general public to an open military presence on American streets as well as greater cooperation between the US Military and civilian law enforcement, South Carolina was recently the scene of a statewide “emergency preparedness” drill that incorporated both of these aspects in a visible form.

On March 7, 2015, the state-wide drill, entitled Operation Vigilant Guard, took place under the pretext of preparation for the inevitable destruction a hurricane would bring to South Carolina. A black Boston Public School Dean, Reverend Shaun Harrison (55), is arrested for shooting a student in the head execution style. Apparently Reverend Shaun Harrison, in addition to being a Dean at the school, was the primary drug dealer and the student he shot was one of his hires paid to sell marijuana.
