Southern California Association of Governments (SCAG) is the nation’s largest metropolitan planning organization (MPO). It is a shadow government organization that has jurisdiction over 6 counties and 19 million people. The SCAG General Assembly is a 191 member body representing each city in the region. All 191 voting members are either elected as a mayor/council member or are a county supervisor. These individuals who are not elected to SCAG make policy that affects 19 million people. The United Nations calls their main meeting the general assembly as well. SCAG exemplifies the saying think locally act globally. We have discovered that one of their operatives sits on the Fullerton planning commission pushing SCAG’s plan onto the residents of Fullerton. This is about as big of a conflict of interest that you can have.
