Newly released video shows the husband of an off-duty sheriff’s deputy applying a chokehold to a man who later died in hospital. Other people are seen threatening the videographer with arrest for recording the incident.

The mainly-Kurdish Syrian Democratic Forces (SDF) announced the start of a long-awaited siege on ISIS stronghold Raqqa, Syria one week after the US confirmed delivery of arms to it.
SDF, a militia dominated by the Kurdish YPG (People’s Protection Units), said on Tuesday that it has begun a battle to capture Raqqa. “The campaign started yesterday [Monday] to liberate Raqqa city,” SDF spokesman Talal Silo told Reuters in a telephone interview. WELLINGTON, New Zealand (AP) — Secretary of State Rex Tillerson said Tuesday that President Donald Trump has asked him to rebuild the U.S. relationship with Russia and not allow the political turmoil over possible Russian ties to the Trump campaign to impede him.
Tillerson said relations with Russia are at a low point and deteriorating, and Trump asked him to try to stabilize the relationship and rebuild trust. The top U.S. diplomat spoke in Wellington, New Zealand, where he met with Prime Minister Bill English during a brief visit. CANBERRA, Australia (AP) — A gunman who killed a man and took a woman hostage before dying in a police shootout had been acquitted of plotting a terror attack at a Sydney army base years earlier, police said Tuesday. Three police officers were wounded.
The siege Monday at an apartment building in a Melbourne suburb was being treated as an act of terror, but Victoria state Police Chief Commissioner Graham Ashton said the gunman appeared to have acted alone and not as part of any ongoing plot or threat. An invasive form of malware believed to be attached to a Chinese firm could spell “global catastrophe,” according to the cybersecurity firm that discovered it. The software has the power to gain near-complete control of targets, including spying on files.
Dubbed Fireball, the malware was found by researchers at Check Point Security. The team said its purpose is to hijack web traffic to generate fraudulent ad revenue. It’s not just the FBI that can’t seem to turn in its privacy-related paperwork on time. The FBI has pushed forward with its biometric database rollout — despite the database being inaccurate, heavily-populated with non-criminals, and without the statutorily-required Privacy Impact Assessment that’s supposed to accompany it. As of 2014, it hadn’t produced this PIA, one it had promised in 2012. And one that applied to a system that had been in the works since 2008. People who support gun control often argue that it would be disastrous if everyone was walking around with a gun at all times. They fear that it would make firearm accidents more likely, and in the event that a robber or a mass shooter is on the loose, there would be a chaotic hail of gunfire from all directions.
It’s a silly argument to make, considering that even in states where there are loose gun laws, and where it is easy to obtain a concealed carry permit, only a minority of citizens carry guns at all times. The FBI arrested a federal contractor from Augusta, Georgia, on Saturday and charged her with leaking top-secret intelligence to a news outlet, the Justice Department said Monday.
NBC News confirmed that 25-year-old Reality Leigh Winner was arrested on charges involving the leak of a top-secret National Security Agency document to The Intercept that detailed a Russian hacking operation targeting US voting systems. WASHINGTON — President Trump announced Monday he would push to privatize the nation’s air traffic control system as part of a broader plan to pump more funding into American infrastructure.
In an East Room ceremony, Trump said he would ask Congress to transfer control of air traffic control operations from the Federal Aviation Administration to a private, nonprofit entity. The corporation’s board would be made up of airline, government and union personnel. He argued that this would increase the efficiency of an antiquated system.
