A man was arrested and apparently stun-gunned by the Concord police outside the State House yesterday while demonstrating against a gun regulation rally.

Based on video and witness accounts, the man, Daniel Musso, 52, of Brentwood was restrained by the police after touching one of them on the shoulders, and apparently stun-gunned seconds later for resisting arrest. WASHINGTON (AP) — The Internal Revenue Service is about to pay $70 million in employee bonuses despite an Obama administration directive to cancel discretionary bonuses because of automatic spending cuts enacted this year, according to a GOP senator.

Sen. Chuck Grassley of Iowa says his office has learned that the IRS is executing an agreement with the employees’ union on Wednesday to pay the bonuses. A fellow named Steve Knepp came across some agents of the Department of Homeland Security in Philadeplhia that claimed that the 2 billion bullets ordered by his agency was “quite possibly a clerical error.”

The agent told Mr. Knepp that it was absurd that people think that DHS would even have enough money to buy that many bullets all at once. The Pentagon said on Monday it will spend $572 million to buy 30 Russian-built military helicopters that will be used by Afghan security forces.

James Burke, the late Lucchese crime family associate, is said to have buried victims in familiar places — including under the nearby saloon he ran. On Monday, FBI investigators descended on the Queens neighborhood that was also home base for the late mobster John Gotti and his Gambino crime family.
