Outside the fancy French Quarter restaurant, Galatoire’s, rich people have been paying homeless people to wait in line for them, sometimes for as long as 18 hours. The practice has been going on long enough for locals to consider it a tradition. But now, the homeless have competition for these “jobs.” The Resident discusses this sorry state of economy.
