A shocking travel alert: U.S. police are on an “unprecedented” killing spree

A shocking report prepared by the Ministry of Foreign Affairs (MFA) for the Federal Assembly (FA) is urging a new law be passed giving to all Russians traveling to the United States a “warning” that American police officers have entered upon an“unprecedented killing spree” that in the past decade has seen nearly 5,000 innocent civilians gunned down without benefit of either charges being filed, or being convicted of a crime.

Two of the worst American cities for police abuse likely to be visited by Russian citizens, this report says, are Chicago, which was condemned by the United Nations for its practice of widespread police torture, and New York City whose government paid out over $1 billion between 2000-2010 in lawsuit claims related to police abuse, and last year, 2012, had to pay out another $131 million to settle civil rights and police abuse claims too.

Grimly to be noted, this report continues, are that the statistics for the nearly 5,000 people killed by American police officers in the past decade, including 587 killed in 2012 alone, may not even be the true total of these deaths as a study of killings by police from 1999 to 2002 in the Central Florida region found that US national databases included only one-fourth of the number of persons killed by police as reported in the local news media.

To the types of people being targeted by these US police “killing machines,” this report says, are many with disabilities and mental illness, including:

Down Syndrome patient Robert Ethan Saylor, 26, who was brutally straggled to death by 3 Maryland sheriff’s deputies on 12 January and whose last words were cries for his “mommy” to come help him.

Mentally ill patient Bobby Bennett, 53, brutally shot by Dallas Texas police officers on 14 October while standing in the street in front of his house not threatening anyone. [See video HERE]

To the “kill first” mentality of American police officers this report cites the 29 November 2012 public execution of Timothy Russell and Malissa Williams by Cleveland Ohio police officers, who for daring to flee from police after a traffic stop were chased by 104 police officers for 25-minutes and then gunned down in a hail of 137 bullets.

Even though 63 of the 104 Cleveland police officers were suspended for the execution of Russell and Williams, this report says, no officers in the killing of Saylor or the shooting of Bennett have been charged.

In fact, this report states, the lack of American authorities holding their police officers responsible for killing of innocents is virtually unheard of in the United States and has caused this unprecedented “explosion” of police violence.

Equally to be blamed, this report continues, are America’s wars over the past 12-years that has filled its police departments with veterans from Iraq and Afghanistan who have yet to acclimate to civilian life and are, in essence, still in “combat mode.”

Two of the many examples cited in this report of this “combat mode” mentality held by American police officers include:

Allen Hicks, in 2012, who was arrested by Tampa Florida police officers for “not following orders” and was thrown into a jail cell where he was later found to be having a stroke, and which a few months later he died from in hospital.

Elliott Williams, in 2011, who was arrested by Tulsa Oklahoma police officers on a minor charge and was left in his jail cell for 5 days until he died, all the while being neglected and his health ignored.

What’s even worse, this MFA report warns, is that this unprecedented “killing spree” US police officers are now on is only going to get worse as these once honored guardians of the peace have become more militarized.

Former Defense Department general counsel Jeh Johnson as new DHS chief.

Johnson is a supporter of assassinations … even against American citizens.
AP noted in 2011:

U.S. citizens are legitimate military targets when they take up arms with al-Qaida, top national security lawyers in the Obama administration said Thursday.

The government lawyers, CIA counsel Stephen Preston and Pentagon counsel Jeh Johnson … said U.S. citizens do not have immunity when they are at war with the United States.

Johnson said only the executive branch, not the courts, is equipped to make military battlefield targeting decisions about who qualifies as an enemy.

The New York Times noted:

Belligerents who also happen to be U.S. citizens do not enjoy immunity where non-citizen belligerents are valid military objectives,” said Jeh C. Johnson, the Defense Department general counsel, in a speech at Yale Law School.

Still, Mr. Johnson invoked a lawsuit filed by Mr. Awlaki’s father before the killing that had sought an injunction against targeting his son, citing with approval a district judge’s decision to dismiss the case and saying that targeting decisions are not suited to court review because they must be made quickly and based on fast-evolving intelligence.

The Washington Post points out:

[A senior administration official] added that Johnson was “responsible for the prior legal review and approval of every military operation approved by the president and secretary of defense” during Obama’s first term.

Post-9/11, police state terror followed. Obama expanded it.

DHS is America’s Gestapo. The November 25, 2002 Homeland Security Act established it. Twenty-two federal agencies were combined under one authority.

They include Immigration and Customs Enforcement (ICE), Transportation Security, the Secret Service, FEMA, National Protection and Programs Directorate, and the Coast Guard among others.

DHS concentrates unprecedented executive branch military and law enforcement empowerment. It’s a rogue agency. It’s insidious.  It’s a police state apparatus writ large. It’s a dagger at the heart of freedom.

Its four main mandates include:

  • border and transportation security;
  • emergency and disaster preparedness;
  • developing nuclear, chemical and biological weapons countermeasures; and
  • centralizing storage and analysis of potential threat information.

US Northern Command (NORTHCOM) was established months earlier (April 25, 2002). Doing so was unprecedented.

For the first time, America’s mainland, Alaska, Canada, Mexico, Gulf waters, Florida straits, and portions of the Caribbean were militarized. Troops may be deployed on US streets.

Doing so violates core 1807 Insurrection Act and 1878 Posse Comitatus Act principles.

They prohibit using federal and National Guard forces for domestic law enforcement except as constitutionally allowed or expressly authorized by Congress in times of insurrection or other national emergency.

No longer. Usurped diktat authority lets presidents claim emergency powers, declare martial law, suspend the Constitution, and deploy federal and/or National Guard troops on US streets to suppress whatever is called disorder.

Fundamental freedoms are endangered. First Amendment ones matter most. Without them all others are at risk. They include free expression, assembly, religion, and right to petition government for redress.

Police state ruthlessness defines today’s America.

    1. And what was my estimate? One murder per week? It may have sounded extreme, but apparently the Russian government arrived at the same number.

      5000 in a decade means approx. one per week.

  1. I was handcuffed on my own front porch a few weeks ago.
    I pulled into my drive, got out, had my keys ready to unlock my door, when I hear, “Sir! I need you to get back in your truck!”
    Sure as sh*t, there’s a deputy behind me. Where he came from is beyond me.
    When I asked what this was about, I got, “I told you to get back in your truck now!”
    I asked again what this was about.
    He spun me around and slapped the shiny bracelets on for failure to obey.
    Apparently he saw me unbuckle my seatbelt just before I hit my drive.
    I live outside a small town (approx. 2,000).
    I remained silent, demanded my rights….30 minutes later had my $25 fine for a seatbelt violation.
    Freaking crazy…

      1. I’m glad we don’t have police here that mimic the US. We were recently pulled over and my wife told the cop to “go and f**k himself”. I guess in the US you might get shot for that.
        It isn’t all roses in the lucky country as this article will show. That is QLD but the original ‘Bikie Laws’ were introduced by SA (my state).
        Read this and see how insane it has got with mandatory sentences for going to clubhouses and 25 year mandatories for being an office bearer in a club.

    We finally get rid of Janet Napolitano, only to have a new and much worse face of DHS terrorism and that is Johnson.
