This was a huge project before WWII ended. It was fully realized in the very late 1980s. Serious implementation began in the late 1990s, reaching a peak ~ 2003 to the present.
TPTB..the elite…in other words the people who really run the organized crime/government system would never “bet” on “futures” if they couldn’t control the outcome. It may not be 100% perfect, but 60-70% will make billionaires.
In a way, this is a, behind the scenes, world war being fought under our noses.
I should also have added that, even if you don’t believe in this specific incident, the evidence of the Chicago Mercantile Exchange selling thousands of weather futures is the real scary part.
Look at Enron.
They will never allow a market that cannot be manipulated.
That, to me, is evidence weather manipulation must be occurring.
