California SNAFU: Prop. 63 Proves to be Nightmare for Gun Shops, Ammo Dealers

As we reported earlier this month, California residents recently approved Proposition 63, which requires a background check for the purchase of ammunition and bans standard-capacity magazines holding more than 10 rounds of ammo.

The magazine ban is, unfortunately, business as usual in California, but the new ammo restrictions are giving gun store owners a serious headache.  

“Trying to learn what we’re going to have to do is a hassle,” Danielle Terry, manager of Shooter’s Paradise, told the Appeal Democrat.  “It’s getting harder and harder each year to sell guns and ammo. It’s not right. I don’t see how they can do something like this.”

The law institutes a number of onerous new policies, one of which is an unfortunate side-effect of all government intervention: paperwork.

Before purchasing ammunition, customers will have to apply for an ammunition permit from the Department of Justice. The permit will cost $50 and will be awarded as long as the applicant passes a background check. But the permit will expire in four years, at which point the applicant will have to redo the entire process.

The paperwork doesn’t stop there. Once they receive their ammunition permit, customers will have to present their permit when purchasing ammo and fill out another form with their info, the ammunition info, and a thumb print. Gun stores are required to keep that form for 20 years and be able to produce any form to the Department of Justice upon request.

All of this combines to make purchasing ammunition a burdensome, time-consuming process, and gun store owners aren’t sure how it will affect sales.

“No one really knows what’s happening,” said Harry Cheim, president of Union Guns and Gear.

But confusing paperwork is only one aspect of the new regulation. Prop. 63 also requires all ammunition to be stored behind the counter, including shotgun shells. This requirement presents some serious challenges to small shop owners, who are looking at remodeling their shops to comply with the new policies.

The requirement “presents a huge hurdle, especially with shotgun shells and people who may be purchasing multiple cases,” Cheim said.

“Even though you have to be 21 years old to buy beer, they don’t put it under lock and key, and now they’ve done that with ammo,” he said. “Not too much ammo get stolen. I could see this being done with handgun ammo, but with shotgun ammo, it doesn’t make much sense.”

The rest of the law doesn’t make the situation any better.

Any gun store that wants to sell ammunition must now apply to become a “licensed ammunition vendor.”

And Californians can wave goodbye to online sales: all the new requirements mean that face-to-face sales are mandatory for every purchase.

“These are interesting times, and I don’t know what they’re trying to achieve,” Cheim said. “I think they’re creating more steps for the gun advocates.”

  2. Man, if I were a California resident, I would be leaving the state every couple of weeks to buy stuff out of state so I could bring it back home.

    Then again, why would I ever live in California unless I had no choice?

  4. That is one thing we are going to change with the state of Jefferson. NO GUN LAWS except prohibition from the thrice damned government from making any. FU to the NFA 1934, and GCA 1968 and every other Federal crap corporate regulation. In fact what we actually need is a Knock Down Dragg out TOTAL CIVIL WAR against these bastards. I’ve talked to a lot of my fellow Californians and NONE so far as I can discover will go along with any of that. We’re all refusniks to tyranny. People who talk trash about californians during the coming dustup better watch their mouth. Some of us don’t have a problem getting sideways with them. I could say a lot about New York, or Massachusetts, but I know damn well there are a lot of patriots there who feel the same as we do. We’re American Patriots! Lets act the part. Unless fomenting division is the goal for the trash talkers. To them I have to say how’s the weather there in Langley Virginia? Cursed FED!!!!!!!

    1. Negative. Hillary could not have erased the Second Amendment. Neither can any other public figure. The right to armed self-defense is simply a consequence of the fact that no mortal man has any inherent right to dominate others.

      The worst they can do is (illegitimately) outlaw guns. But since millions upon millions of Americans already have guns, all we’d have to do is kill anyone who ever tried to take them from us.

  7. One thing folks NEVER seem to talk about when bashing California is that a lot of the people here came from somewhere else in America. In fact there is a hell of a lot more Oregonians as a good example move to California than Californians to Oregon. Also if you look at the political breakdown county by county you will see the so called BLUE counties are all in large cities that have been talken over by FOREIGNERS!!!!! Foreigners from MEXICO, EndoChina, China, and other Asian countries. Its gotten like BLADE RUNNER. What do you expect? You remove those people and send them back to where they came from and the whole political landscape changes probobly to a lot more conservative than what you’d be so pleased to call Oregon, Nevada, Arizona, or even Kentucky. This is a NATIONAL PROBLEM. You want to change California it takes a dirty 4 letter word called WORK, and GUTS. IT will be that because the people that are causing all the problems are not going to just go willingly. They will have to be forcibly removed. The big impediment to that is the Government here.

    Another problem is half measures. If you look at the State of Jefferson Website you will see that they are just trying to implement another California with some, and not all of the abuses removed. They still advocate property and income tax. Don’t believe me? Look it up for yourselves. Until people start Identifying to the problem for what it is we are going to be divided and cut up piece meal.

    Bottom Line? We as American Nationals better get our act together or we are going to loose the country to foreign communist invasion. Deal with it.

      Grew up there from about the age of one. Lived there most (TOO MUCH) of my life. When I trash CA, it’s from personal experience, NOT second hand information.

      That is absolutely untrue.

      I met VERY few people that had moved to L.A. when I lived there from anywhere in Oregon, whereas many of the people Ryan knows at the VFW moved here from CA, and I’ve met people from there as well (our downstairs neighbor moved here from less than 20 miles from where I grew up).

      All of the major cities are toast in Commiefornia when the SHTF. WAY too many gangbangers, illegals, and just plain STUPID people, most of whom are TOTALLY unprepared to deal with reality when things really go south. That was one of the main goals of Agenda 21 – herd everyone into the cities where they can be more easily contained. Then they can kill each other off for whatever food is available.

      It was o.k. growing up there in the 50’s & 60’s, but it went downhill quick in the 70’s. Once I woke up, I understood that remaining there was NOT an option as far as survivability was concerned.

      I reckoned it at ZERO possibility.
