Because someone already has plans for that particular piece of real estate, and they need the building torched?

Your comment takes me back to when I lived in Monterey back in the 60’s and 70’s. The insurance companies would set the canneries on fire on Cannery Row so they could redevelop what we now know Cannery Row to be today for the tourism industry.
