Police to classify those accused of animal cruelty ‘as crimes against society’

In January 2016, local police will be required by the FBI to report animal-related crimes to the FBI’s national crime reporting database. They will be categorized as crimes against society!

The is the same organization that has lied to Americans for over 50 years and now, wants Americans to believe animal abusers are future domestic abusers, etc.  

The FBI that has been instrumental in jailing innocent Americans and putting them to death over junk science like hair, bite mark and lead bullet analysis.

The Innocence Project and the National Association of Criminal Defense Lawyers found from the 1970s through 1999, in the 268 cases where FBI hair analysis led to a conviction, 257, or 96 percent, had errors in analysis.

“32 defendants were sentenced to death and 14 have been executed or died in prison.”

Fifteen years ago, the FBI fought against releasing the list of at least 2,500 cases in which it put people behind bars and on death row over junk lead bullet analysis.

“Since the early 1960s, the FBI has used a technique called comparative bullet-lead analysis on an estimated 2,500 cases, many of which were homicide cases prosecuted at state and local levels.”

For over forty years FBI lab personnel testified that they could match bullet fragments to a specific batch or box of bullets.

Fast forward to 2015; the FBI’s spinsters are back, claiming animal cruelty is a pre-cursor to violent crime.

There’s evidence that “animal cruelty [can be] an early indicator of violent crime, and that’s really what led the discussions with our law enforcement partners throughout the country,” FBI Unit Chief Amy Blasher explained in January 2015 on an FBI news podcast.

What the FBI doesn’t want you to know is, the ‘evidence’ they’re using is from a Department of Justice (DoJ) employee named Frank Ascione. Mr. Ascione has worked for the DoJ since at least2001 at the Office of Juvenile Justice Delinquency Prevention (OJJDP). Mr Ascione has also received hundreds of thousands of dollars in grant money to produce animal cruelty/violent crime links.

The FBI and law enforcement encourages forensic veterinarians to testify for the prosecution.

Dr. Martha Smith-Blackmore, claims to be an independent forensic veterinarian. But she’s really nothing more than a prosecutorial expert who consults and testifies in animal cruelty cases.

 “When I started seeing cases of animal cruelty, I realized that these animals are stuck in the same dysfunctional families and suffering from the same ills as the people stuck in these households Blackmore said.”

Blackmore’s, Forensic Veterinary Investigation company openly panders to law enforcement, encouraging them to use her company.

“If you are an animal control officer, peace officer, DPW worker or veterinarian in Massachusetts with a ‘Dog Doe’ with injuries, please contact us.”

Blackmore’s law enforcement bias was on full display for all to see, this June, when she conducted a workshop called “Crimes Against Canines: Animal Cruelty from a NIBRS Perspective.”

Blackmore attempted to add some legitimacy to her biased workshop, by using a quote from Albert Einstein:

“The world will not be destroyed by those who do evil, but by those who watch them without doing anything.’

Claiming law enforcement must intervene because the public won’t stop animal cruelty, is simply asinine.

Blackmore used graphic case studies to elucidate the four types of animal cruelty that will be defined as crimes against society which can be found on page 9 of the FBI’s UCR Program:

“Pending approval from the Office of Management and Budget (OMB), beginning January 1, 2016, the national UCR Program will add the offense of animal cruelty to the NIBRS as a Group A offense and as a Crime Against Society with an offense code of 720 Animal Cruelty.”

A = Simple/Gross Neglect (failure to provide food, water, shelter, veterinary care, or intentionally or knowingly withholding food or water)

I = Intentional Abuse and Torture

F = Organized Abuse (dog fighting and cock fighting)

S =Animal Sexual Abuse (bestiality)

In a bizarre twist, Blackmore admits its all legal theory and there is no scientific link to animal cruelty and domestic violence…

Including animal abuse data through the NIBRS system will allow for the analysis of incidence and prevalence of animal cruelty, Blackmore told the audience. This will, in turn, aid in the development of legal theory, and help plan criminal investigations, charging decisions, prosecution tactics, and risk-based offender management strategies.

This is an incredible statement, Blackmore admits to using legal theory to help plan prosecutions!

Even the FBI admits it’s nothing more than a belief!

“[The National Sheriffs’ Association and the Animal Welfare Institute] believe that animal cruelty was an early indicator of violent crime… Amy Blasher, FBI unit chief, said.”

In describing telltale indicators of non-accidental injury and sexual abuse of animals, Blackmore emphasized the need for close, ongoing coordination between law enforcement officers and veterinarians.

Blackmore wants law enforcement to influence autopsies and guide veterinarians forensic examinations…

 “Law enforcement can guide veterinarians in the forensic examination. Asking the right questions will help support elements of the criminal investigation. Mutual trust and respect between veterinarians and law enforcement are essential for successful collaboration,” Blackmore said.

The FBI, District Attorney’s (DA) and a complicit mass-media, want Americans to believe that everyone who commits an act of animal cruelty will become a domestic abuser or worse.

“People who will hurt an animal, it is predictive to whether they will hurt a person,” Centre County DA Stacy Parks Miller said. “It shows lack of empathy.

“In animal abuse, you have total power over the animal. If you’re willing to exert that in a cruel, malicious and vicious way, then you’re likely to do that to people, too, who don’t have power, like children and vulnerable adults. It’s an issue of a lack of empathy” said Baltimore County DA Adam Lippe

Why do two DA’s seem to be reading from the same script you ask?

The answer’s simple, the “Association of Prosecuting Attorney’s“(APA), helped push the FBI’s animal cruelty bill through. David LaBahn is the CEO and President of the APA, he is also on the National Law Enforcement Center on Animal Abuses (NLECCA), Advisory Board. The APA, National District Attorneys’ Association and the Criminal Justice Program of the Animal Legal Defense Fund are some of NLECCA’s national partners.

“Through our partners, the Center will serve as an information clearinghouse and forum for law enforcement on the growing problem of animal abuse, its link to other types of crimes, including violence against humans and officer-dog encounters.”

The National District Attorney’s Association (NDAA) recently published two law enforcement handbooks called “Understanding The Link Between Violence to Animals and People: A Guidebook for Criminal Justice Professionals” and “Investigating & Prosecuting Animal Abuse: A Guidebook on Safer Communities, Safer Families & Being an Effective Voice for Animal Victims.”

Law enforcement handbook, that alleges there’s an indisputable link between animal cruelty and domestic violence:

Fyi, the NDAA and the National Center for Prosecution of Animal Abuse (NCPAA) are one in the same.

“The mission of NCPAA is to collaborate with others so that the most updated and innovative information is available and accessible..”

The NCPAA’s innovative junk science campaign has been going on under the radar for years. How many innocent people accused of animal cruelty have been and will be jailed for future crimes?

“The NDAA desires to bring greater awareness to the often misunderstood nature of animal maltreatment and how it can interconnect with family violence and contribute to lethality issues for victims of interpersonal violence.”

If you believe the rhetoric, animal abuse is an epidemic and must be stopped by more laws and arrests!

John Thompson, deputy executive director of the National Sheriffs’ Association (NSA) is convinced that law enforcement needs to pay attention to animal crimes as a potential link to other crimes.

“This is a community problem,” he said.

The FBI has another partner called the National Link Coalition (NLC) which has been working for 30 years trying to prove correlations between animal abuse and neglect, domestic violence, elder abuse and other forms of violence.

A quick look at NLC’s Leadership page reveals Law Enforcement, Forensic Sciences, Domestic Violence Chairs working for the NLC.

The NSA and the NLC helped get “The Pet and Women Safety Act of 2015” or House Bill HR1258 passed.

Another organization called the National Coalition on Violence Against Animals (NCOVAA) is working to develop a standardized curriculum for use in Peace Officer Standards and Training (POST) programs.

“With the planned inclusion in 2016 of animal cruelty crimes in the National Incident-Based
Reporting System’s Uniform Crime Reports, it will become more important than ever to provide police, sheriffs and other law enforcement officers with training on animal-related issues. Topics such as the recognition of animal cruelty and neglect, appropriate responses to dangerous dogs, animal fighting, animal hoarding, and the intricacies of animal cruelty investigations will be of paramount importance.”

It’s like the FBI has gone back in time, to the 1970’s. Unfortunately, law enforcement is all to willing to arrest and jail Americans based on junk science!
