These are Gunderson Rail Boxcars made in Portland, Oregon. About 20 of them were parked by Burlington Northern Railway aside Boeing Field in Seattle this morning around 9AM. Possibly for transporting prisoners?
I thought snow in Seattle this early was the news item here, but I’m not sure if it’s snow or rain now.
If this is about the box cars with the shackles, it’s more proof that they don’t exist. (or we’d be seeing the elusive photo of the shackles, instead of another photo of another boxcar exterior)
