  3. Definition of regulate Merriam-Webster

    transitive verb
    1a : to govern or direct according to rule
    b(1) : to bring under the control of law or constituted authority
    (2) : to make regulations for or concerning regulate the industries of a country

    1. Keep in mind that definitions of words change through the ages. The meaning of a word today isn’t necessarily the same in the 1700’s.
      For example, here is the definitions from Webster’s New American Dictionary 1940:

      regulate

      1. To place under fixed rules.
      2, To govern by custom.
      3. To adjust to a state of constancy.

    1. Thanks for the smart grid article, flee. The owner of one of the cafes here was telling me her water bill for the cafe doubled in one month which was erroneous as her usage had not changed. I tried to explain to her that this smart meter technology was fraught with problems. I will print this article and give to her to read.
