Two former Los Angeles County sheriff’s deputies have been charged with conspiracy, perjury and altering evidence in connection with planting guns inside a medical marijuana dispensary to justify two arrests in 2011, prosecutors said.

Julio Cesar Martinez, 39, and Anthony Manuel Paez, 32, were charged with one felony count each of conspiracy to obstruct justice and altering evidence as a peace officer, according to the Los Angeles County district attorney’s office. The strongest sandstorm in almost two decades hit Gansu province in northwest China on Wednesday.

Beginning in Dunhuang county in the early afternoon, the storm reduced visibility in the region 20m (65ft), according to the Jiuquan City Meteorological Centre.

At least 40 U.S. veterans died waiting for appointments at the Phoenix Veterans Affairs Health Care system, many of whom were placed on a secret waiting list.

However, as Caixin reports, the increasing pressures on the Chinese banking system appear to have take their first toll. Li Jianhua, director of China’s Banking Regulatory Commission (CBRC), died this morning due to a “sudden heart attack” – he was less than 49 years old. Panasonic has a long history of breaking solar efficiency records. The company recently announced that it has broken an efficiency record again.

At least 4 Chengguan, the most hated police-inspectors in China, were beaten to death by angry people in Cangnan County of Wenzhou City, Zhejiang Province (located in the industrial southeast), after they killed a man with a hammer. The police-inspectors hit the man with a hammer until he started to vomit blood, because he was trying to take pictures of their violence towards a woman, a street vendor. The man was rushed to hospital, but died on the way.

Thousands of angry people took to the streets, surrounded the police-inspectors in their van, attacked them with stones, bats, and beat them to death. People were shouting that the police-inspectors be killed on the spot for what they did: “Kill them!
