Iraq has asked the United States to begin the process of planning the withdrawal of its troops from the country, five days after the Iraqi Parliament voted to end the longstanding American military presence there in the wake of the U.S. killing of Iranian Gen. Qassem Soleimani.

BEIRUT (AP) — Unidentified planes struck targets in Syria near the border with Iraq on Friday, killing eight Iran-backed Iraqi militiamen, Syrian activists and two Iraqi officials said, an attack that comes amid soaring tensions between the U.S. and Iran.

The Syrian Observatory for Human Rights said the planes targeted positions belonging to pro-Iran militias in the Boukamal area, near the border with Iraq. A man armed with a shotgun was apparently killed by police after opening fire and forcing officers to hide behind walls, cruisers and nearby cars Thursday afternoon in Northeast Philadelphia.

The man barricaded himself inside a row home on the 4600 block of Hawthorne Street, in the city’s Frankford section, just after 1 p.m., Philadelphia police said. The Montclair, New Jersey, branch of the NAACP voted Monday night for education chair James Harris to step down for six months.
