This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number HSCEMS-14-Q-00004 is hereby issued as a Request for Quote (RFP) to procure Hornady .308 Winchester 168gr A-MAX TAP Ammunition, (P/N: 80965).

The associated North American Industrial Classification System (NAICS) code for this procurement is 332992, Ammunition Manufacturing and the Small Business Size Standard is no more than 1,000 employees. This acquisition is not a small business set-aside. The award is for a firm-fixed price Purchase Order (PO) with a delivery date of 120 days after receipt of order (ARO).

REQUIREMENT:
Quantity of order is for approximately 141,160 rounds of ammunition (7,058 boxes) of Hornady .308 Winchester 168gr A-MAX TAP Ammunition (P/N: 80965).

PERIOD OF PERFORMANCE: The ordering period of performance will be 120 days ARO.

PLACE OF PERFORMANCE: Delivery destination will be specified in the Purchase Order.

Instructions for Quote Submission:

Quotes shall be submitted by email to Contract Specialist, Sarah A. West at sarah.a.west@ice.dhs.gov and are due no later than 3:00 pm EST on February 14, 2014.

The FAR Clauses and Additional Provisions, Clauses, and Terms and Conditions applicable to this solicitation and any resultant contract or contracts are in accordance with Attachment 1 – FAR Clauses and Additional Provisions, Clauses, and Terms and Conditions. This RFQ document incorporates the provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-46 effective September 29, 2010.

QUESTIONS:
All questions concerning this solicitation must be directed in writing via email to Sarah A. West at sarah.a.west@ice.dhs.gov and Thomas Jefferson at thomas.jefferson@ice.dhs.gov by 11:00 am EST on February 12, 2014. No questions or inquiries will be accepted by telephone. The distribution of any resulting amendments to the solicitation will be accomplished solely through the FedBizOpps website. Hard copies of the solicitation documents will not be available; therefore, no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. Interested parties are responsible for monitoring the FedBizOpps site to assure that they have the most up-to-date information about this RFP.

QUOTATION CONTENT
Vendors are cautioned to review the RFQ and ensure that the quotation submitted fully complies with any or all requirements of the RFQ.

Each quotation shall include the following:
1. An exact-match product number and description;
2. The total price amount, including shipping costs; and
3. The unit/box price.

BASIS OF AWARD
The government intends to award a firm, fixed price purchase order based on the lowest evaluated price quote with an exact match only to Product Number 80965, Hornady .308 Winchester 168gr A-MAX TAP Ammunition. Quotes will be evaluated for acceptability (only) on a pass/fail basis and will not be rated. Award may also be made on the basis of initial quotes without discussions. Vendors are therefore cautioned that each initial quote should contain the Vendor’s best terms. The right to conduct discussions, if necessary, is reserved.

  1. Over at Homady, this particular round is not available, i.e. “suspended items”. Maybe Homady is already in the process of preparing to fill the order?

    And maybe if they do, fill the order, those who see this as a form of arming the enemy (traitors), might might want to boycott them.

    1. yeah, you may be right. I like Hornady a lot. All my reload stuff is Hornady. I am gonna have to research this more. I hate to have to, but if true, I will not buy them any more along with Remington.

      1. The traitors are going to commit their treason regardless. Get as much of the best ammo you can and when the gun smoke clears, we’ll hang the sons of bitches.

        1. Yeah I agree. I went to bass pro a couple weeks ago and tried my best not to buy the two bricks of Remington .22, but you cant get .22, so I broke down and did it. That was an additional 1050 .22. But if they did arm the enemy they will be tried and found guilty afterwards.

          Haven’t heard from Ed yet. I may be stuck at home tomorrow again with the new ice age.

  2. Good to know there’ll plenty of .308 ammo to be scavenged when the time comes.

    $25 for 20 rounds is just too damn expensive!

    1. Yeah I need a lot more .308. The only stuff I can find costs an arm and a leg. I’m all out of arms and legs. I can build some but finding bullets form that is tough also.

        1. The shops around here are starting to get more of most calibers, but they are all in twenty round boxes. There isn’t much large quantities available. .22 is still damn near impossible unless you go to bass pro across the river. And don’t worry that communist SOB will sign some executive order that will start another run. I’m doing OK but more is better.

          1. Went to Turner’s a while back and lucked out. They had gotten some good quality, VERY high velocity .22 LR in that morning.

            Snatched up the last 5 boxes, I did. Nice score! 🙂
