Roughly 5.6 million people have been ordered to evacuate Florida as one of the largest hurricanes in state history threatens to unleash 12-foot storm surges and winds of up to 155 mph.
But some of those residents — roughly a quarter of the state’s population — have decided to ignore evacuation orders, troubling Gov. Rick Scott.
