At about 9:05 P.M. on Wednesday July 7, police from St Anthony Police Department in Falcon Heights, Minnesota shot and killed 32-year-old Philando Castile, of St. Paul. Castile had a concealed carry permit and was complying with the law, he informed the officer that he had a weapon and was reaching for his ID as the officer instructed, when he was shot four times and killed. Castile’s girlfriend Diamond Reynolds, amazingly calm, live-streamed the aftermath of the killing on Facebook. That horrific ten minute video is embedded below.
Officers Jeronimo Yanez and Joseph Kauser were involved. They have both been on the St. Anthony Police force for four years, and have been put on ‘administrative leave.’ A statement from the Minnesota Bureau of Criminal Apprehension names officer Jeronimo Yanez as the shooter.
Official police archives reveal that the St. Anthony police department has recieved funding and training from the U.S. Department of Homeland Security for over a decade at least, and their website states that their officers are also trained by the FBI, U.S. Secret Service, and the National Guard.
The City of Falcom Heights website points out that they contract with St. Anthony Police Department for services. The St. Anthony Police Department website states, in part,
“The St. Anthony Police Department has a total of 23 sworn officers and 3 full time civilian staff and 1 part time data entry clerk. Additionally, the department has 14 Reserve Officers. The Department also provides police services for the cities of Falcon Heights and Lauderdale on a contractual basis.Mission Statement: To proactively arrest offenders and prevent crime, while working with the community to solve problems and improve the overall quality of life for all we serve.
Vision Statement: Exceptional law enforcement service creating a safe and secure community that is a desirable place in which to live, learn, work and play.
The basic objective of the St. Anthony Police Department is the maintenance of Social Order within carefully prescribed ethical and constitutional restrictions, and includes prevention of criminality, repression of crime, apprehension of offenders, recovery of property, regulation of non-criminal conduct and the performance of miscellaneous services. While each of these is important and necessary to the operation of any police agency, individual communities differ as to the importance placed on each segment of service.

The team falls under the authority of the Hennepin County Sheriff’s Office and is made up of tactical officers from agencies around Hennepin County. Assignment to this team is an additional duty beyond that of the usual patrol duties with the St. Anthony Police Department. This team is unique, not only because of its specialized mission, but because it is multi-jurisdictional. Having tactical officers from different agencies make up the team gives it the benefit of having that larger web of connections and resources that each agency and team member brings with them….This team is specifically trained and equipped to provide a tactical law enforcement response to a terrorist weapon of mass destruction event or other crime where a hazardous materials threat is present. This means that the team is trained to operate and be successful in pre-emptying a terrorist attack, or function in a hazardous environment to end a terrorist attack. To this end, officers have undergone extensive training and have been equipped with specialized gear. Some of this equipment includes self-contained breathing apparatus (SCBA), gas masks, chemical protective clothing, radiation meters, chemical detection and identification equipment, specialized cameras for searching, and a remote control robot. The equipment and training received has been funded by homeland security and domestic preparedness grants. Members have been trained as hazardous materials technicians, undergone basic and advanced certifications in WMD tactical operations, and have received training from the FBI, U.S. Secret Service, and the National Guard 55th Civil Support Team.“
The current Sheriff of Hennepin County, Rich Stanek, was appointed as Commissioner of Public Safety & Director of Homeland Security for Minnesota In 2003.
Sranek was in Washington D.C. in February 2015 to Discuss homeland security & the need for funding for local agencies.
Their press release stated, in part:
“Today, Hennepin County Sheriff Rich Stanek will testify before a Judiciary subcommittee of the U.S. House of Representatives. Sheriff Stanek will describe the partnership and outreach efforts between the Sheriff’s Office and multi-cultural communities in Hennepin County. Sheriff Stanek has urged a greater emphasis on community engagement in order to build resilient communities of trust.The hearing, “ISIL in American: Domestic Terror and Radicalization,†takes place at 9:00am (CST) in the Subcommittee on Crime, Terrorism, Homeland Security, and Investigations. It will examine the recruitment of American citizens by terror groups, self-radicalization, and domestic terror plots. An FBI official and a police chief from North Carolina will also testify. Last week, Sheriff Stanek was among a group of delegates from Minnesota to participate in the White House Summit on Countering Violent Extremism. President Obama and senior level officials spoke at the event which brought together local, federal, and international leaders from nearly 70 countries. The discussion was focused on innovative best practices to address the issue of violent extremism. Today’s testimony will provide further information on the issue.
Also in Washington D.C. today, Sheriff Stanek will meet with Department of Homeland Security Secretary Jay Johnson about the importance of Homeland Security funding. The Sheriff’s Office and other Minnesota law enforcement agencies rely on that federal funding that may be in jeopardy. ‘During this critical time when we have positive momentum with community engagement, I am concerned for law enforcement agencies across Hennepin County that depend on this funding,’ said Sheriff Stanek, ‘We can’t risk any interruption in the important efforts that contribute to maintaining our homeland security.’

Despite a decrease in violent crime nationwide, active shooter incidents are occuring with greater frequency. The Hennepin County Sheriff’s Office organizes several training exersizes each year for our personnel and for law enforcement agencies across the region in order to imrpve response capabilities. The Sheriff’s Office recommends that all residents learn about the prevention and response to active shooter incidents. Schools, businesses, places of worship, community groups, and families should create emergency plans and practive those plans each year. The Sheriff’s Office provides training for residents. The Department of Homeland Security produced a video about this issue and the Sheriff’s Office has added information about local resources to the vide. Richard W. Stanek is the 27th Sheriff of Hennepin County. He was first sworn in on January 1, 2007, was re-elected in 2010 and 2014, and is currently serving his third term.Sheriff Stanek established two new crime-fighting units at the Sheriff’s Office to serve law enforcement agencies and communities throughout the county. The Hennepin County Violent Offender Task Force conducts focused investigations on the county’s most violent offenders. The Criminal Information Sharing & Analysis Unit works with law enforcement partners to provide analysis on crime trends and criminal activity in an effort to prevent and solve crime. In Minnesota, he has led the effort to improve psychiatric care for inmates with mental illness.

Though terrorist events have occurred inside the United States before 09/11/01, the threat of larger scale, more coordinated attacks using more readily available weapons of mass destruction seems closer than before 9/11/01. Many people wonder what the next potential threat or attack might be. Some might wonder who is prepared to handle an incident if it happens. Who will confront the imminent threat, or worse, the release of a chemical, biological, radiological weapon, suicide bomber, or terrorist cell here in our own backyard? Where are those people? Is anyone ready to confront these possibilities? A team such as this provides law enforcement a tremendous capability protect our communities from acts of terrorism involving a weapon of mass destruction. This resource could not exist without the steadfast support of local police departments and the Sheriff’s Office. Law enforcement leaders like the Sheriff and Chief Ohl have met this challenging responsibility head on and raised the level of service we provide to our communities. We are becoming better prepared right now. Those who would respond to the unthinkable are right here, and already know who they are.
