The central banks of China and Russia have signed a 3-year ruble-yuan currency swap deal up to $25 billion, in order to boost trade using national currencies and lessen dependence on the dollar and euro.

On Monday, China’s Central Bank announced the 150 billion yuan (815 billion ruble) currency swap between the Russian ruble and Chinese yuan. CNN Chief Medical Correspondent Dr. Sanjay Gupta reported on further allegations made by a nurses union that Dallas Ebola patient Thomas Eric Duncan was not put into isolation, allowed his blood to circulate through the hospital’s tube system, and that waste “piled up nearly to the ceiling” inside patient’s rooms on Tuesday’s “CNN Tonight.”

Gupta said that the National Nurses United stated that they were informed by nurses that “Mr. Duncan was not in isolation. The highly respected Center for Infectious Disease Research and Policy (CIDRAP) at the University of Minnesota just advised the U.S. Centers for Disease Control (CDC) and World Health Organization (WHO) that “there is scientific and epidemiologic evidence that Ebola virus has the potential to be transmitted via infectious aerosol particles,” including exhaled breath.

A Pennsylvania town has banned trick-or-treating this year while hundreds of cops search nearby woods for accused cop killer Eric Frein.

The Barrett Township said its annual Halloween parade and 5K Scarecrow Race are canceled indefinitely, and trick-or-treating is banned this year, as the dragnet for Frein is now in its fourth week. It is a scandal in contemporary international law, don’t forget, that while “wanton destruction of towns, cities and villages” is a war crime of long standing, the bombing of cities from airplanes goes not only unpunished but virtually unaccused. Air bombardment is state terrorism, the terrorism of the rich. It has burned up and blasted apart more innocents in the past six decades than have all the antistate terrorists who ever lived. Something has benumbed our consciousness against this reality. In the United States we would not consider for the presidency a man who had once thrown a bomb into a crowded restaurant, but we are happy to elect a man who once dropped bombs from airplanes that destroyed not only restaurants but the buildings that contained them and the neighborhoods that surrounded them.
