VILNIUS, Lithuania, Aug. 12 (UPI) — The United States Embassy in Vilnius announced a grant of $500,000 to set up training programs for early to mid-career journalists and other media professionals from Lithuania, Latvia and Estonia to combat Russian propaganda.

The initiative will provide training sessions and journalism workshops in these three countries, and also enable journalists to conduct their own investigations with cash reporting awards. SAN FRANCISCO (AP) — Public urination has gotten so bad in San Francisco that the city has painted nine walls with a repellant paint that makes pee spray back on the offender.

It’s the latest effort to address a chronic problem in a city where the public works director calls himself Mr. Clean: Walls are coated with a clear, liquid repellant material that goes on much like paint. LOS ANGELES (AP) — Los Angeles has been blackballed.

The city has completed a program of covering open-air reservoirs with floating “shade balls” to protect water quality. BAGHDAD (AP) — A truck bomb ripped through a popular Baghdad food market in a predominantly Shiite neighborhood early on Thursday morning, killing at least 67 people, police officials said, in one of the deadliest single blasts in the Iraqi capital in years.

The Islamic State group claimed responsibility for the explosion, saying it targeted a gathering place of Shiites and vowed more such attacks. The truck hit the Jameela market in the Iraqi capital’s crowded Sadr City neighborhood shortly after dawn, according to two local police officers. A series of massive explosions at a warehouse in the northern Chinese port city of Tianjin killed 17 people, state media reported Thursday, as witnesses described a fireball from the blasts ripping through the night sky.

As Navajo Nation police and tribal officials went up and down the San Juan River shore Saturday warning community members of contaminated water from the Gold King Mine, Navajo Nation President Russell Begaye was making plans for a clean-up as well as possible lawsuits against the mine and the U.S. Environmental Protection Agency.

The governor of Illinois signed a sweeping police reform law which establishes wide-ranging rules for body cameras, largely prohibits chokeholds, introduces bias-free policing, and demands more data collection on arrests.

The measure, dubbed the Police and Community Improvement Act, is a compilation of 200 separate pieces of legislation intended to reform policing practices. Late Friday night, neighbors heard gunshots near the scene of what seemed to be a common traffic stop. Now they are demanding answers from police who have so far refused to explain what happened when an officer shot an unarmed 25-year-old woman.

Salem, Oregon Police are saying only that an officer stopped Jacklynn Ford, 25, just after 10 p.m. on Friday.
