ANBAR, Iraq—Colonel Dr. Talal Hussein Talal Dhiab, commander of the military hospital at Habaniya military base in Iraq’s Anbar province, feared the worst when he heard the sound of a low flying plane overhead at 5 a.m. on March 25.
