Israeli talent ‘very important’ for Cadence business, CEO says
Lip-Bu Tan, who heads developer of software for chipmakers, says staying humble and working as a team is key to success

Lip-Bu Tan, president and CEO of Cadence Design Systems, Inc., a US public company that develops software tools that allow semiconductor companies to make their chips, said the company is always on the lookout for new acquisitions of Israeli technologies to integrate within its products.
“We are always looking,” said Tan in an interview with The Times of Israel on Monday in Tel Aviv, as the company held its annual conference, its 16th, in Israel.
The firm, which employs some 7,200 people globally and which has seen its shares surge some 76 percent in the past 12 months on the Nasdaq, has been operating in Israel for more than 20 years, through both its R&D center and the sale of its products to the local semiconductor industry and multinationals operating in Israel.
The 57-year old CEO believes that the company, which provides electronic design automation software to chipmakers globally, will see growth from a number of sectors going forward, including from the digitalization of the automotive industry, machine learning, artificial and virtual reality, big data and Industrial Internet of Things.
Cadence employs some 250 people in Israel, and customers include Mellanox Technologies Ltd., Mobileye and Annapurna Labs — the microelectronics firm acquired by Amazon in 2015.
Israel is “very important” for Cadence’s business globally, Tan said, because of the local talent that it can employ for its own R&D purposes but also because of the large number of semiconductor companies that operate in Israel, along with the many multinational companies who have teams here, such as Broadcom, Intel Corp. and Apple.
“There is a lot of talent in Israel; there are a lot of brilliant ideas that come from the intelligence units,” of the Israeli army, he said.

The firm has also acquired a number of Israeli-founded startups over the years, including Verisity Ltd., a developer of software verification tools, which it bought in 2005, TranSwitch Corp., an IP interface startup, and Jasper Design Automation, an analysis solutions provider based in Haifa which is today the core of its R&D activities in northern Israel. In 2015, Cadence set up a new center, located in Petah Tikva, to coordinate both sales and R&D activities locally.

There are more than likely Israeli chip designers in Cadence Design Systems Inc. who are also sharing chip development with China through the Zhongguancun Cadence Institute of Software Technology for the purpose of moving China from an electronics manufacturing country to a chip design center. Cadence invested $50 million in 2001 in China to open four facilities in China to “enhance its sales, support, and services for electronic design automation in the country’s booming EDA [electronic design automation] market.” Cadence is ostensibly an “American” company yet employs Israeli engineers operating in Israel with facilities also operating in China despite a trade war with China.

Annapurna Labs is an Israel-based microelectronics company that was acquired by Amazon.comfor its Amazon Web Services (AWS – Amazon Web Services) division. Annapurna Labs was purchased for an estimated reputedly US$350–370M in January 2015. One of the board members of Annapurna Labs includes Lip-Bu Tan, who is running Cadence Design Systems Inc. discussed above. Annapurna Labs’ investment emerged as “one of the most successful and strategic acquisitions for Amazon.” It gave AWS an edge against its arch-rivals, Microsoft and Google. If this was “one of the most successful and strategic acquisitions for Amazon,” put this into context of Amazon running the Pentagon’s cloud computing system in a $10 billion contract fraught with complexity and how this would possibly be a serious national security risk. Avigdor Willenz who is claimed to be one of the most successful semiconductor entrepreneurs in Israel, is the founder of Annapurna Labs Ltd and serves as its chief executive officer. Willenz was associated with Technion Israel Institute Of Technology.

Another company acquired by Amazon (AWS) is CloudEndure, an Israeli company. CloudEndure confirmed that it had been acquired by AWS, Amazon’s cloud computing unit, for $250 million. Both these Israeli-based companies purchased for a combined roughly $600 million, Annapurna Labs and CloudEndure will be used by Amazon (AWS) for the Pentagon’s cloud computing system.

Amazon, Pentagon accused of swampy dealings over $10B contract

Amazon is poised to receive a lucrative government contract with the Pentagon, but a competitor is arguing it’s nothing more than a prime example of D.C. swamp politics.
A legal battle waged by Oracle centers on the Defense Department’s Joint Enterprise Defense Infrastructure (JEDI), which aims to award a $10 billion contract for cloud computing. Oracle alleges in a complaint filed in the U.S. Court of Federal Claims that it is unwise for the government to use only one cloud service, and that the process was rigged from the beginning due to connections between Amazon and DoD officials.
It’s unclear whether the dispute has yet caught the attention of President Trump, who for months has taken shots at Amazon CEO Jeff Bezos, in large part connected to his ownership of The Washington Post.

“In a fair and lawful competition, Oracle would have a substantial chance for a JEDI contract award,” the company said in its filing.
Oracle, in its complaint, points to the involvement of former DoD employee Deap Ubhi, who worked at Amazon before joining the DoD in August 2016. Ubhi is now at Amazon once again, with Amazon Web Services, Inc. (AWS) — the entity that handles cloud computing.
Oracle claims that Ubhi was a project manager for JEDI and pushed for the Pentagon to use a single vendor for cloud computing, despite the Intelligence Community and the Department of Homeland Security each determining that multiple cloud vendors are preferable.

This month, Israel’s National Security Council (NSC) will present the cabinet with its recommendations on foreign investments in Israel. Because of the sensitivity of the issue, no one in the cabinet is prepared to talk about the elephant in the room. Nevertheless, it is clear that the policy review and the report are primarily focused on China.

The Israeli government ignored China’s behavior for too long, but lately it has begun to pay attention. The National Security Council has to reconcile two contradictory policies, both of which are important to the Israeli economy and its national-security interests.
The first is a policy embraced by all government across the political spectrum for decades: encouraging foreign investment, privatization of national assets and utilities, and the expansion of international markets for Israeli goods. In recent years, like many other exporters, Israeli firms have looked eastward to the growing and developing economies of Asia—and China’s in particular.
A recent survey by the Israeli intelligence community that is not in the public domain shows that Chinese investment in the Middle East rose by 1,700 percent between 2012 and 2017. Altogether, the Chinese have invested $700 billion in the region. Nearly half of it is in the energy sector, $150 billion in research and development, $113 billion in industry, $103 billion in transportation, $68 billion in the military field, $4 billion in financial loans, and only $155 million in humanitarian aid.
From 1992 to 2017, China’s bilateral trade with Israel has grown from $50 million to $13.1 billion, making it Israel’s largest trading partner in Asia and its third-largest trading partner in the world after the European Union and the United States. In the first half of 2018, China’s imports from Israel reached $2.77 billion, an increase of 47 percent compared with the same period in 2017.
The second policy is to defend national and strategic assets and infrastructure from being controlled and taken over by foreign governments and corporations, even if they are not hostile to Israel. Because of its high-tech economy, Israel also faces the delicate problem of foreign spying and theft of its advanced technologies and know-how. Russia and China have in recent years enhanced their espionage efforts in Israel, particularly to obtain access to both state-owned and private-sector Israeli tech companies, and through them to the United States, a close ally of Israel.

China has targeted Israel’s two largest arms exporters, Israel Aerospace Industries and the arms manufacturer Rafael, along with the company Elbit Systems. The first two are state-owned corporations, and all three have subsidiaries in the United States that help manufacture Israel’s most advanced weapons, including missiles and avionics. These designs and trade secrets are coveted by intelligence agencies and governments throughout the world.
