SACRAMENTO, Calif. (KCRA) — A proposed bill would make it a mandatory felony to intentionally kill or seriously injure a police dog or horse in the line of duty.

Right now, a district attorney can file either misdemeanor or felony charges.

A new civil rights act has come into force in Switzerland that prevents residents who have been on welfare in the past three years from becoming citizens unless they pay back the money they received to the state.

WASHINGTON (AP) — The White House said Wednesday that the U.S. military mission in Syria was coming to “a rapid end” but offered no firm timeline for a withdrawal, even as President Donald Trump has insisted it’s time for American troops to return home.

HONOLULU (AP) — Are there downsides to a low unemployment rate? In Hawaii, which has the United States’ lowest jobless rate at a minuscule 2.1 percent, the answer is yes. Employers are frustrated by their inability to find workers. And unfilled jobs may be slowing the state’s economic growth.

A low unemployment rate is certainly better than a high one. And many employers are responding to the worker shortage by offering higher pay. Still, Hawaii’s experience serves as a cautionary tale for the nation as a whole: Low unemployment can mask underlying problems. Nationwide, the jobless rate is at a 17-year low of 4.1 percent, and economists forecast it could drop another half-point by next year. The heads of schools from various parts of England and Wales have described differences in the appearance of some of their pupils. Poverty stricken children are “grey and pale” and fill their pockets with food so they can have something to eat.

Since the North American Free Trade Agreement (NAFTA) was signed in 1993, the rise in the U.S. trade deficit with Canada and Mexico through 2002 has caused the displacement of production that supported 879,280 U.S. jobs. Most of those lost jobs were high-wage positions in manufacturing industries. The loss of these jobs is just the most visible tip of NAFTA’s impact on the U.S. economy. In fact, NAFTA has also contributed to rising income inequality, suppressed real wages for production workers, weakened workers’ collective bargaining powers and ability to organize unions, and reduced fringe benefits.
