In addition to many earmarks that seem to be of little priority to the American people, such as $30 million so the Department of Homeland Security can buy new electric vehicles, is an $87 million grant for social and emotional learning. The earmark falls under the Departments of Labor, Health and Human Services, and Education and Related Agencies.
