The General Accounting Office (GAO) said that in fiscal 2013, the federal government agreed to $459 billion in contracts to purchase goods and services. The entire document was leaked, however; and a passage near the very end reveals a training exercise that might explain the perceived need for such stringent secrecy. SEOUL, South Korea — North Korea and South Korea fired hundreds of artillery shells across their disputed western sea border on Monday, escalating military tensions a day after the North threatened to conduct more nuclear tests.

South Korean officials said the shells from both sides fell harmlessly into waters from which naval and fishing boats had stayed clear.
