An academic named John B. Calhoun famously documented this effect in rat populations. He gave his animals everything they could possibly need but enclosed them in a limited space. The four police officers who shot and killed two people inside a vehicle during a gunfight in a convenience store parking lot didn’t realize there was an infant in the back seat of the car until after the gunfire stopped, police said Tuesday.

Angelo Delano Perry, a 35-year-old Virginia Beach resident with an extensive criminal history, and 28-year-old postal carrier India Kager of College Park, Maryland, were shot to death Saturday night less than 15 seconds after officers approached the parked vehicle they were in. Around 25,000 migrants are currently camped out on the island with hundreds more arriving daily, leading to frequent violent clashes and rioting despite their claim to be fleeing violence.

New York Gov. Andrew Cuomo renewed calls for national gun-control legislation on Tuesday, after one of his aides was critically injured by a stray bullet in crossfire between two rival gangs in Brooklyn, N.Y.

Following the 2012 school shootings in Newtown, Conn., Governor Cuomo oversaw passage of the state’s sweeping gun control laws that are considered the strictest in the United States. At the time, President Obama launched an aggressive gun-control push, but his efforts failed in Congress.
