A green ghost rider appeared in the sky over the British city of Nottingham when scientists started testing a newly developed projecting device which allows the beaming of moving images directly onto clouds for the first time ever.

NEW YORK (AP) — Thousands of New Yorkers accused of low-level or non-violent crimes won’t face the prospect of raising cash for bail under a plan that seeks to keep such suspects out of the troubled Rikers Island jail complex.
The $18 million city plan, detailed to The Associated Press ahead of the announcement on Wednesday, allows judges beginning next year to replace bail for low-risk defendants with supervision options including daily check-ins, text-message reminders and connecting them with drug or behavioral therapy. DETROIT (AP) — Telling stories of deep anguish, patients and their relatives described Tuesday how a Detroit-area cancer doctor wrecked their lives through excessive treatments and intentional misdiagnoses while he collected millions of dollars from insurers.
A judge set aside nearly four hours to hear from victims of Dr. Farid Fata, who faces sentencing this week for fraud and other crimes. Some entered court with canes. Others wore elastic sleeves on their wrists, their joints weakened by years of unnecessary chemotherapy. MONCKS CORNER, S.C. (AP) — An F-16 fighter jet smashed into a small plane Tuesday over South Carolina, killing two people and raining down plane parts and debris over a wide swath of marshes and rice fields.
The two people aboard the smaller Cessna were killed, and the plane was completely destroyed, National Transportation Safety Board spokesman Peter Knudson said. A computer system glitch left thousands of United Airlines passengers across the globe grounded Wednesday, causing a ripple effect of heavy delays throughout major airports.
About 3,500 flights were affected and the airline sought to recover after the ground stop was lifted. Aviation experts said that delays of even 90 minutes could have a snowball effect triggering flight delays at each late flight’s destination. The Army plans to cut 40,000 soldiers from its ranks over the next two years, a reduction that will affect virtually all of its domestic and foreign posts, the service asserts in a document obtained by USA TODAY.
The potential troop cut comes as the Obama administration is pondering its next moves against the Islamic State militant group in Iraq and Syria. President Obama said Monday he and military leaders had not discussed sending additional troops to Iraq to fight the Islamic State. There are about 3,500 troops in Iraq. California lawmakers on Wednesday will consider a bill to regulate electronic cigarettes with the same laws that govern regular cigarettes. Senate Bill 140 would ban “vaping” in restaurants, bars and other workplaces.
A long list of health organizations support the bill as a way to protect young people from addiction to potentially harmful chemicals derived from tobacco. In opposition, e-cigarette industry representatives say they should not be held to the same restrictions as tobacco products because their product is safer.
