According to Wayne County Sheriff’s Office Capt. Doug Huner, the teen was being non-compliant and refusing to obey officials in regard to a disciplinary issue. James Kopecky, 57, was in court Tuesday, Nov. 27, to answer to two felony charges: grand theft for allegedly stealing $1,239 worth of city water and refusing to provide a DNA sample in connection with the case.
