WASHINGTON—In a new document made public Friday, the nation’s top military intelligence agency acknowledged monitoring the location of U.S.-based mobile devices without a warrant through location data drawn from ordinary smartphone apps.

The Defense Intelligence Agency told congressional investigators that the agency has access to “commercially available geolocation metadata aggregated from smartphones” from both the U.S. and abroad. It said it had queried its database to look at the location information of U.S.-based smartphones five times in the last 2½ years as part of authorized investigations. Pol Pot was a political leader whose communist Khmer Rouge government led Cambodia from 1975 to 1979. During that time, an estimated 1.5 to 2 million Cambodians died of starvation, execution, disease or overwork. One detention center, S-21, was so notorious that only seven of the roughly 20,000 people imprisoned there are known to have survived. The Khmer Rouge, in their attempt to socially engineer a classless communist society, took particular aim at intellectuals, city residents, ethnic Vietnamese, civil servants and religious leaders. Among those who have downloaded the “end-to-end” encryption applications onto their state-issued phones are a lieutenant-colonel, two majors and two first lieutenants, according to court records obtained by the Free Press.
