A gunman was in custody after he killed seven to 10 people and injured about 20 others Thursday at a community college in southwest Oregon, authorities said.

CHEYENNE, Wyo. (AP) — A judge on Wednesday blocked new nationwide regulations for oil and gas drilling on federal lands from taking effect while a lawsuit moves ahead, pointing to a law that prohibits the U.S. Environmental Protection Agency from regulating hydraulic fracturing.

Russian warplanes began bombarding Syrian opposition targets in the war-torn nation’s north Wednesday, following a terse meeting at which a Russian general asked Pentagon officials to clear out of Syrian air space and was rebuffed, Fox News has learned.

A U.S. official said Russian airstrikes targeted fighters in the vicinity of Homs, located roughly 60 miles east of a Russian naval facility in Tartus, and were carried out by a “couple” of Russian bombers. The strikes hit targets in Homs and Hama, but there is no presence of ISIS in those areas, a senior U.S. defense official said. LINCOLN, Neb. — The developer of the Keystone XL pipeline is shifting course in Nebraska and will withdraw lawsuits seeking to gain access to the property of landowners who oppose the project, the company announced Tuesday.

TransCanada said it will abandon its current efforts to invoke eminent domain through the courts, and will reapply for state approval despite having received the go-ahead from former Republican Gov. Typically, he didn’t offer many details, but he did mention that the prototype for his plan was a successful round-up and deportation of illegal immigrants in the 1950s. There was indeed such a plan, dubbed “Operation Wetback,” and developed by President Eisenhower to address what was then a growing illegal immigration problem. An unpaid parking ticket proved fatal for Michigan resident David Stojcevski. A lawsuit alleges that Stojcevski was jailed after not paying a traffic ticket, and then died of drug withdrawal on the concrete floor of a cell at the Macomb County Jail because authorities intentionally withheld medication that could have saved his life.

“He should have had medical attention,” Dr. Frank McGeorge, an expert in custody death cases, told TV station WDIV. “People do not die from withdrawal all the time. A supermoon occurs when the Moon is in the closest part of its orbit to Earth, meaning it appears larger in the sky.

After 20 years of being used in Europe, the US approved the use of EMV chip technology in debt and credit cards. This will begin to be applied on Thursday, and it is expected to reduce fraud significantly. EMV stands for Europay,MasterCard, and Visa, the main three companies that created this standard.

Stephanie Erickson, head of authentication and product integration for Visa, told this to NBC News: “In countries that have moved to chip technology, two years after the liability shift date, they see their counterfeit go down 60, 70 percent or more.”
