FERGUSON, Mo. (ABC News) – The Ferguson police officer who shot and killed an unarmed teenager suffered “a serious facial injury” in the altercation before firing the fatal shots, according to a source close to the officer who spoke to ABC News today.

New Yorkers could soon be notified when gun offenders move into their neighborhood, according to DNA Info New York.

Proposed city council legislation would make a gun offender registry accessible to the public, and residents could sign up for alerts about developments in their neighborhoods.

“It gives you the name of the individual,” said Queens Councilman Costa Constantinides, one of the bill’s sponsors. “It gives you the street name — so let’s say 34th Street in that ZIP code. It’ll give you the general description of the individual. NYPD cops beat a man Wednesday night during a solidarity protest for Michael Brown, a video shows, although the circumstances surrounding the attack remained unclear early Thursday.

The 45-second video begins after police officers and the man have started arguing in the middle of a dark street in the East Village. Sea plankton has been discovered living on the outside of the International Space Station, Russian cosmonauts have claimed.

Scientists on board the ISS are reported to have discovered living organisms when taking samples from windows.

Reynosa officials confirmed a shooting happened Wednesday morning. The firefight spread panic among the residents, they said.

via The Straits Times / August 19, 2014 / Japan is to restart exports of rice grown in Fukushima for the first time since foreign sales were halted due to fears of contamination by the nuclear disaster there, officials said on Tuesday.

The National Federation of Agricultural Cooperative Associations (Zen-Noh), a major wholesaler of Japanese agricultural products, said it will send 300kg of the grain to Singapore. Its provenance will be marked and it will not be mixed with other produce, an official said. Sacramento City officials say they were not informed that there is a potential Ebola victim in their mist and that the fatal virus might have reached California’s capital city.

Councilman Allen Warren of Sacramento’s District 2 told Fox 40, “Not in a public setting and I have not had any discussion with anybody about that issue,” when asked if the council had any knowledge about the situation.

HOUSTON, Texas — Earlier this week Mexican President Enrique Pena Nieto signed new rules into law, which allow private companies to access state-run oil fields.

Nieto said that certain oil fields will be kept for the use of Petroleos Mexicanos (also known as Pemex), according to the Associated Press (AP). The sections that will be available to private and foreign companies will be revealed soon. Israeli settlers have unleashed a large pack of dogs on Palestinian children, brutally injuring one near Salfit in the center of the occupied West Bank.

The dogs harshly savaged the five-year-old boy, who is in dire need of several surgeries, including a facial reconstructive one.

This applies even if the guardsman has a Texas Concealed Handgun License or is a certified peace officer in their civilian life.
