WASHINGTON (AP) — The U.S. Army‘s top general said Thursday that human error probably was not a factor in the Army’s mistaken shipment of live anthrax samples from a chemical weapons testing site that was opened more than 70 years ago in a desolate stretch of desert in Utah.

CHICAGO (AP) — Former U.S. House Speaker Dennis Hastert agreed to pay $3.5 million in hush money to keep an unidentified person silent about “prior misconduct” by the IllinoisRepublican who was once second in line to the U.S. presidency, according to a federal grand juryindictment handed down on Thursday in Chicago.

The indictment, which does not describe the misconduct Hastert was allegedly trying to conceal, charges the 73-year-old with one count of evading bank regulations as he withdrew tens of thousands of dollars at a time to make the payments. The Obama administration issued controversial new rules Wednesday aimed at protecting the nation’s drinking water but decried by congressional critics as a regulatory “power grab.”

The Environmental Protection Agency, in announcing the finalized Clean Water Rule along with the Army Corps of Engineers, said the changes mark a “historic step for the protection of clean water” and would help roughly 117 million Americans who get drinking water from streams not clearly protected before these regulations.
