Plenty of time and effort have lately gone into analyzing a host of related crises—homelessness, unaffordable urban real estate, devastating gentrification, and a housing bubble whose burst landed us in the Great Recession. But the explanations tend to be incomplete, the attributions shortsighted, and the policies rearguard. PHOENIX (KSAZ) – Phoenix police officials say officers deployed pepper spray and pepper balls to a crowd outside the Phoenix Convention Center, following President Donald Trump’s rally.

According to medical records reviewed exclusively by CBS News, a U.S. doctor who evaluated American and Canadian diplomats working in Havana diagnosed them with conditions as serious as mild traumatic brain injury, and with likely damage to the central nervous system.

The diplomats complained about symptoms ranging from hearing loss and nausea to headaches and balance disorders after the State Department said “incidents” began affecting them beginning in late 2016. A source familiar with these incidents says officials are investigating whether the diplomats were targets of a type of sonic attack directed at their homes, which were provided by the Cuban government. The remnants of former Tropical Storm Harvey have reformed in the southern Gulf of Mexico, prompting the National Hurricane Center to issue hurricane, tropical storm and storm-surge watches Wednesday for parts of the Texas coast.

WICHITA, Kansas (AP) — A conservative firebrand promoting President Donald Trump’s unsubstantiated claims of widespread voter fraud oversees a Kansas election system that threw out at least three times as many ballots as any similarly sized state did, fueling concerns about massive voter suppression should its practices become the national standard.

Only six states — all among the top 10 in population — discarded more votes during the 2016 election than the 33rd-largest state of Kansas, according to data collected by the bipartisan U.S. Election Assistance Commission, a federal agency that certifies voting systems. CAIRO (AP) — The Saudi-led coalition carried out several airstrikes in Yemen early on Wednesday, hitting a small hotel near the capital of Sanaa and killing dozens of people, Yemeni officials and witnesses said.

There were conflicting reports on the victims, with doctors saying they were farmers and officials and witnesses saying they included Houthi rebels. TOKYO (AP) — The U.S. Navy dismissed the commander of the Asia-based 7th Fleet on Wednesday after a series of warship accidents raised questions about its operations in the Pacific. A two-sentence statement said Adm. Scott Swift, commander of the U.S. Pacific Fleet, had relieved Vice Adm. Joseph Aucoin “due to a loss of confidence in his ability to command.”

The American Civil Liberties Union of Louisiana is chastising state police because a trooper ticketed a driver who gave him the middle finger.

The ticket alleged public intimidation, a felony carrying up to five years in prison and a $1,000 fine, ACLU of Louisiana Executive Director Marjorie Esman said in a letter faxed to the Louisiana State Police on Monday. Several thousand paratroopers from the 82nd Airborne Division are expected to arrive in Afghanistan in the coming weeks, a U.S. defense official told Fox News Tuesday.

The official refused to be more specific about the timetable because the orders had not yet been signed. Gen. Joseph Votel, the top U.S commander for the Middle East, earlier told reporters in Saudi Arabia that the deployments could take days or a few weeks.
