BAGHDAD—Iraqi Shiite lawmakers and militia leaders are urging Russia to launch airstrikes on Islamic State militants in their country, a sharp reproach to the U.S.-led air campaign targeting the extremist group.

Since Moscow began bombing opponents of the regime in Syria last week, the lawmakers and militia leaders have pressed Prime Minister Haider al-Abadi to invite Russia to intervene in Iraq. WASHINGTON — The Justice Department is preparing to release roughly 6,000 inmates from federal prison as part of an effort to ease overcrowding and roll back the harsh penalties given to nonviolent drug dealers in the 1980s and ’90s, according to federal law enforcement officials.

The man accused of killing nine people at a community college in Oregon left behind a manifesto detailing his grievances, US media report.

Chris Harper Mercer opened fire on Thursday inside a classroom at Umpqua Community College and then killed himself when police arrived.

An Amtrak passenger train has derailed in Northfield, Vermont, and emergency personnel are responding, the company said on its Twitter account.
