With fallout from Ferguson, Missouri, in the spotlight, President Obama announced new action today aimed at boosting accountability of local law enforcement and improving policing policies in minority communities. Here are the top four pieces of the plan:

1. 50,000 Police Body Cameras

Obama will ask Congress for $75 million over three years to subsidize the purchase of up to 50,000 body-worn cameras for local police, according to the White House. The lapel-mounted devices, which record police officers on the job, have won praise from both civil rights advocates and local police union officials who want better documentation of police conduct and that of those they interact with. White House officials believe the cameras would also help improve trust between communities and their police forces. A manhunt was underway in north-central West Virginia after four people were fatally shot in three attacks, authorities said.

State police spokesman Lt. Michael Baylous said the attacks took place Monongalia County, in the Cheat Lake and Westover areas. RENO, Texas — A Texas hamlet shaken by its first recorded earthquake last year and hundreds since then is among communities now taking steps to challenge the oil and gas industry’s traditional supremacy over the right to frack.

Reno Mayor Lyndamyrth Stokes said spooked residents started calling last November: “I heard a boom, then crack! The whole house shook. What was that?” one caller asked. A deputy shot and killed a mentally ill man who was armed with a knife following a confrontation in Carson early Sunday, according to the Los Angeles County Sheriff’s Department.

SACRAMENTO, Calif. (AP) — President Barack Obama’s executive order to spare some immigrants from deportation has galvanized Democrats, immigration groups and health care advocates in California to push for expanding health coverage to a segment of the population that remains uninsured.

The president’s action excludes immigrants who came to the country illegally from qualifying for federal health benefits. But California has its own policy of providing health coverage with state money to low-income immigrants with so-called “deferred action” that allow them to avoid deportation. NEW YORK (Reuters) – New York state health officials have stopped a nonprofit group from providing free medical care to thousands of patients lacking health insurance during a four-day dental conference that starts Friday.

The nonprofit, Remote Area Medical, had raised $3 million and enlisted hundreds of volunteer doctors and other medical workers to offer a range of health services, including dental care, new eyeglasses and other services. Darren Wilson, the police officer who shot and killed teenager Michael Brown in a confrontation in August, has resigned from the Ferguson Police Department nearly four months after the confrontation that fueled protests in the St. Louis suburb and across the nation.

A UN report has condemned the United States for violating the terms of an international anti-torture treaty. The panel took Washington to task for police brutality, military interrogations, and capital punishment protocols.

Two New York boys are recovering after they were inadvertently trapped for about eight hours in a snowbank when a plow operator pushed snow over them, not realizing they were there.

AUSTIN, Texas — A gunman targeted three downtown public buildings — the Mexican consulate, federal courthouse and police headquarters — before police shot and killed him, according to local media reports.

Police said the unidentified man was suspected of opening fire on buildings at around 2:30 a.m. local time.
