DENVER (AP) — The Colorado Supreme Court agreed Monday to decide whether cities can ban hydraulic fracturing, stepping into a high-stakes battle over whether local governments can impose tougher oil and gas rules than the state.

Officials at a Department of Veterans Affairs medical center in Colorado want the Confederate battle flag completely removed from a mural.

The Grand Junction medical facility features a mural of the Civil War painted by 72-year-old artist Lee Bowerman and shows a Confederate and Union soldier staring each other down. Bowerman thinks the decision to remove the flag is unfortunate, but has agreed to do as officials ask. A prosecutor in southeastern Washington has charged three teens with felonies for marijuana possession, saying a new law demands the higher level of offense.

The Lewiston Tribune in Idaho reports the teens ages 14, 15 and 17 have been charged in nearby Asotin County with felonies that could net them up to five years in prison.
