Reinventing public institutions is Herculean work. To succeed, you must find strategies that set off chain reactions in your organization or system, dominoes that will set all others falling. In a phrase, you must be strategic.

By strategy, I do not mean detailed plans. There is no recipe you can follow to reinvent government, no step-by-step progression to which you must slavishly adhere. The process is not linear, and it is certainly not orderly. Los Angeles police are searching for several suspects in connection with the mass shooting at a restaurant in the West Adams district that left three people dead and 12 others wounded.

Detectives are searching for at least three suspects in the shooting, said LAPD Capt. Peter Whittingham. New York — In a special session of the United Nations Security Council on Friday, the U.S., along with several other countries, slammed the practice of forcibly removing Palestinian civilians by Israel to make way for Israeli settlers, saying the behavior is leading to a “one-state reality” for Palestinians.

After a brutal week for Republican presidential nominee Donald Trump, Democrat Hillary Clinton maintained a substantial projected advantage in the race to win the Electoral College and claim the U.S. presidency, according to the latest results from the Reuters/Ipsos States of the Nation project released on Saturday.

If the election were held this week, the project estimates that Clinton’s odds of securing the 270 Electoral College votes needed to win the presidency at more than 95 percent, and by a margin of 118 Electoral College votes. PORTLAND, Ore. — A tornado struck an Oregon beach town as strong winds and heavy rain walloped the Pacific Northwest, leaving thousands without power as utility crews prepare for what’s expected to be an even rougher storm on Saturday.

The National Weather Service issued tornado warnings Friday morning for southwest Washington and northwest Oregon. A tornado was reported on the northern Oregon coast.
